Based in Brussels, Belgium the new post of Chief, Digital Innovation & Technology will lead, develop and coordinate technology driven innovation activities across the NCI Agency to enable the NATO digital transformation.

**Who we are: NCIA acquires, deploys and defends communications systems for NATO's political decision-makers and Commands; the agency is on the frontlines against cyber-attacks, working closely with governments and industry to help NATO keep its technological edge.

**The role: The Digital Innovation and Technology Team proactively engage with NATO, national, industrial and academic stakeholders in the areas of emerging technologies, and technological challenges across the full spectrum of ICT services and capabilities. This new team within the Chief Technology Office will provide expertise to other parts of the Agency and to external customers in emerging IT technology including artificial intelligence, big data, quantum technology, robotics, autonomous systems, space technology, Cyber Security, 5G. The geographically dispersed team are also responsible for the technical management of Innovation Portfolio projects and for ensuring that they are internally coherent, non-duplicating and aligned with NATO and NCI Agency technical strategies, architectures, designs and roadmaps, ensuring seamless integration and technical coherence.


Reporting to the CTO of the NCI Agency the Chief Digital Innovation and Technology will ensure the NCI Agency is able to make a significant contribution to the NATO ecosystem by supporting the digital transformation of NATO in accordance with NATO 2030 ambition.

There are three focus areas that we expect for this post to encompass:

Digital Innovation Advocate - monitors the external environment for new NATO strategies, technologies and innovation opportunities to provide strategic advice and recommendations to the CTO and NCI Agency Leadership on technology and related innovation fields relevant to ICT capabilities and services.

- leads the development and update of the NCI Agency Technology Strategy and manages its implementation by engaging with NATO CIO, NATO HQ Consultation, Command and Control Staff (NHQC3S), DIANA, ACT, ACO and Nations on NATO technology innovation

  • Extensive experience (at least 10 years), at the senior executive management level, involving leading and managing change in a dynamic technical organisation

Such experience should encompass:

  • Development, management, acquisition and/ or implementation of major communications, computer, command and control, intelligence, surveillance and reconnaissance (C4ISR) systems and services;
  • Change agent of innovation and technology adoption activities in ICT services and capability areas within large international environment;
  • Experience in integrating new technology into operational systems and services;
  • Engagement with industry at strategic, management and technical levels;
  • Development and implementation of ICT related strategies;
  • Leadership of teams (30+ people size in hybrid teleworking environments); Financial and Resource management;
  • Business change management and organisational change management experience in large organisations;
  • Stateoftheart project and programme management processes, procedures and tools, including risk management, benefits realisation, stakeholders management;
  • Human resources management methods, techniques and practices to recruit, lead, inspire and motivate staff, evaluate performance, celebrate successes and resolve human resources conflicts;
  • Proven ability to identify future technology trends, on the basis of sound horizon scanning, and to convert insights into actionable opportunities for the development of new ICT services and capabilities;
  • Proven ability to communicate effectively in English both in writing and orally with excellent briefing skills to different types of audiences, including authoring highquality reports and providing briefings to senior stakeholders.
