Who we are supporting


The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners.

The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

  • Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
  • Command and

Control Systems:
The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.

  • Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
  • Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.


Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.


The program

Assistance and Advisory Service (AAS)
The NATO Communications and Information Agency (NCI Agency) is NATO's principal C3 capability deliverer and CIS service provider.

It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.


To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce.

The NCI Agency workforce strategically consists of three major categorise's:
NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s.

The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.


Role Duties and Responsibilities
Under the direction of the Operational Tooling Management Cell (OTMC) / Vulnerability Assessment Section Head, the incumbent shall execute following tasks:

  • Act as the engineer delivering Online Vulnerability Assessment (OVA) service for NATO CIS.
  • Manage cyber tools used by OVA teams (further referred as cyber tools).
  • Be responsible for ensuring the availability and performance requirements of the cyber tools to meet agreed customers Service Level Targets.
  • Install, deploy, update, monitor, maintain, configure, troubleshoot and keep in operational conditions the cyber tools.
  • Escalate to the vendor any issues that cannot be fixed by the OVA Tool Managers.
  • Troubleshoot identified issues within the cyber tools; liaise with other stakeholders and coordinate resolution of those issues.
  • Carry out all Service Management activities for the cyber tools, including assisting in Service Design workshops, Service Transition activities and ensuring full Service Operations activities (Service Requests, Change Requests, Problem Records, Incident Reports, Root Cause Analysis, etc.) are effectively executed.
  • Follow ITIL software life cycle management (such as release, testing, distribution and maintenance) of the tools.
  • Liaise with service delivery manager and endusers to ensure the tools sufficiently support the respective services.
  • Proactively propose system and service improvements to provide effective and efficient service operations.
  • Follow, establish, and improve procedures that support management of the tools.
  • Develop and maintain documentation guidelines, standard operating procedures, system and service design documents and other relevant documentation.
  • Coordinate with other stakeholders in support of related services;
  • Communicate with other NATO entities as well as industry partners.
  • Produce documentation, reports; organise and deliver presentations and briefings for various audience (technical and nontechnical) up to NATO executive level.
  • Stay current with emerging security threats and technologies.

Deliverables and Expected Outcomes
Under the direction of the Operational Tooling Management Cell (OTMC) / Vulnerability Assessment Section Head, the incumbent shall deliver the following:


Daily:


  • Verify that the OVA tools are up, running, updated and healthy; resolve issues; fulfil customer requests, coordinate and work with other stakeholders to improve/maintain tools,

Weekly:


  • Do the maintenance (backup, improve system resources, tool upgrades, etc.), meet with the customer (to better understand their expectations, evaluate their satisfaction, improve service quality), meet with Vendor (get information regarding the new releases, features, updates, ongoing cases, etc.), attend CM meetings (
