Introduction to position

This senior position covers all aspects of the school's HR function, including final responsibility for payroll management, recruitment, labour relations and strategic and visionary HR leadership.

With a headcount of about 340, the position requires an in-depth knowledge of Belgian labour law and social legislation, as well as extensive experience in people management; in effect she/he will act as an HR Partner.

The position reports to the Director of Finance & Operations with dotted line direct access to the School Director

Key accountabilities

Compensation and Benefits Management

  • Instructs the HR Senior Coordinator, in charge of the payroll, regarding changes to the payroll database by means of "HR action sheets".
  • Verifies monthly payroll output for accuracy and completeness, making the final signoff before dispatch to our social secretariat for payment.
  • Maintains and adjusts pay scales and benefits as needed.
  • Coordinates the annual Belgian income tax compliance programme for employees.
  • Builds the annual staffing budget in close cooperation with the Finance Manager.
  • Proactively informs Finance of all unusual HR/payrelated or unbudgeted events that affect the annual forecast.
Labour relations

  • Operational leadership of the Works' Council under control of the President: preparation of meetings, negotiation of agenda items, preparation of responses to queries and organisation of social elections.
  • Campuswide people problem solving, mediation and HRrelated policy articulation.
  • Owner of the Employee Handbook, which reflects current practices and policies applied by Management after consultation of the Works' Council.
  • Owner of the "Règlement de Travail" and responsible for maintaining the document uptodate
  • Internal consulting expert for Belgian labour law queries. Makes recommendations on the best course of action for the organisation at strategic level.
  • Ensures clear internal and external HR communication.
HR Department management and representation

  • Chairs regular HR Team meetings and sets department objectives.
  • Promotes and monitors professional growth of two HR team members.
  • Allocates tasks and responsibilities within the HR team. Manages the HR team's workload and addresses staffing aspects.
  • Liaises with Finance and other departments for crossdepartmental projects.
  • In conjunction with the HR team, reviews periodically all HR services suppliers and negotiates best terms.
Recruitment

  • Drafts job descriptions and recruitment adverts of nonteaching staff.
  • Manages vacancy advertising for all channels (press, online search engines, social media, etc.) in conjunction with the Communications department.
  • Sets/proposes compensation packages within established policies and pay scales.
  • Oversees the onboarding/welcoming process of new employees by the HR team.
  • Is responsible for information sessions and presentations to new employees in conjunction with other members of the HR team.
Skills and competences

  • Proven working experience as HR Manager in a peopledriven organisation with a strong focus on operational HR matters;
  • Bachelor or master degree with profound knowledge of Belgian social and labour law for blue and whitecollar workers. Basic knowledge of Belgian income tax is a plus;
  • Comfortable in a multicultural environment;
  • Able to improve current HR practices and processes for future development
  • Excellent verbal and written communication skills in English and French. Dutch is a plus;
  • Excellent active listening, negotiation and presentation skills;
  • Competence to build and effectively manage interpersonal relationships at all levels of the organisation;
  • IT literate (MS Office, Google suite;);
  • Knowledge of HR systems and databases (eBlox is a plus);
  • Detail and number oriented with good analytical skills;
  • Energetic and determined to implement decisions that involve change;
  • Stress resistant, able to work under time pressure;
  • Ability to lead a small team;
  • Discrete, empathic, people oriented and results driven;
