Who we are supporting


The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners.

The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

  • Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
  • Command and

Control Systems:
The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.

  • Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
  • Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.


Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.


The program

Assistance and Advisory Service (AAS)
The NATO Communications and Information Agency (NCI Agency) is NATO's principal C3 capability deliverer and CIS service provider.

It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.


In order to provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance engaged workforce.

The NCI Agency workforce strategically consists of three major categorises:
NATO International Civilians (NIC)s, Military (Mil) and Interim Workforce Consultants (IWC)s.

The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.


Role Duties and Responsibilities
Under the direction of Section Head (SATCOM Operations UHF Service Delivery Manager), they will perform duties such as the following:

  • Prepare "UHF TACSAT Radio Capability Report" (including, but not limited to, following topics)
  • Detailed assessment of current capabilities
  • Mature Risks and Issues register associated with extension of
- current UHF TACSAT Radio Capability

  • Interoperability Assessment
  • Crypto Modernization Challenges associated with extension
  • Conduct an Analysis of Alternatives study to current UHF TACSAT Radio Capability Report (including, but not limited to, following topics)
  • Interoperability Assessment
of current and AoA derived capabilities with Allied Nations (e.g. US Mobile User Objective System (MUOS) capability, future iterations, Low Earth Orbit (LEO) and 5G solutions)

  • Provide SME Support where needed (such as support to ACT and/or to Future Radio Capability Analysis Working Group)
  • Create the Reports in Adobe PDF and MS Word formats and if required, supplementary information, such as slides (MS PowerPoint), Calculations/Datasheets (MS Excel) and drawings (Ms Visio) will be provided along with the report.

September 202- Draft SATCOM - Future Radio Report: October 202- Publish SATCOM - Future Radio Report: December 202- They may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.

Essential Skills and Experience

  • At least 5 years of relevant experience to include:
  • Experience in the operation of current Tactical UHF SATCOM systems
  • Experience in the development, implementation and testing of UHF SATCOM IW, SCPC and knowledge of future waveforms:
  • Sound practical experience in the design, development, implementation, testing and maintenance of modern tactical communications, or information systems in a LAN/WAN environment.
  • Sound knowledge and practical experience with radio communication systems and techniques.
  • Sound knowledge in UHF TACSAT Communication systems and requirements.
  • Sound knowledge and practical experience in frequency planning and coordination for SATCOM systems.
  • Sound knowledge and practical experience related with operation of radio systems.
  • Working knowledge of MS Office suite

Education

  • A university degree in a relevant discipline, preferably equivalent to a Master's, and supplemented by relevant postgraduate qualifications. Exceptionally, the lack of a university degree maybe compensated by the demonstration of parti
