1. CONTEXT/INTRODUCTION

The mission of the IT Implementation and IT Governance unit is to provide DG REGIO with high quality, all-embracing, Information Technology services.

The IT Implementation and IT Governance unit is committed to delivering secure, responsive, high-quality, customer-oriented services and support, that foster a productive environment for the staff at DG REGIO and ESIF DGs.

The over-riding objective is to contribute to the DG achieving its goals and objectives.

DG REGIO IT unit is acting as an administrator of MYINTRACOMM collaborative tools jointly with the communication unit and its mandate is to provide "Advanced expertise in MYINTRACOMM collaborative tools" to the DG REGIO users and automatize regular user work using office automation.

Equally, the IT Unit is acting as system provide in the scope Equally, the IT Unit is acting as system provide in the scope of the RegioWiki, the DG REGIO knowledge management platform, based on Atlassian Confluence, operational since February 2014, supported by a taxonomy and divided into 5 pillars:
Geographic, Thematic, Policy, Regulation and Internal. RegioShelves, the related document management repository is managed in SharePoint.

In the context of these projects, DG REGIO IT unit is looking for an external consultant who will be:

Responsible for the operations and maintenance of REGIO's Knowledge Management System (Confluence) and its integration with other systems.
Assist on some the operational procedures of DG REGIO's SharePoint collaboration sites.

2. DESCRIPTION OF THE TASKS
In the scope of the Knowledge Management and Collaborative Sites projects:

Work in close cooperation with DG REGIO colleagues to gather and analyse system requirements.
Followup of DG REGIO's Knowledge Management System evolution. E.g., followup of Confluence upgrades to a new version, or the migration to new VMs.
Use outofthebox addons for Confluence.
Administration and configuration of Confluence.
Take part in the definition and documentation of operational procedures.
Help defining and documenting the configuration of systems and infrastructure.
Delivery of technical support to first and second level support teams. The consultant will report to the Knowledge Management/Collaborative sites team coordinator.

3. LEVEL OF EDUCATION

As stated in the Article of DIGIT-TM II Service requirements, a minimum educational qualification for lot 2 is: Level of education corresponding to Level 6 of the European Qualification Framework which typically corresponds to a bachelor degree of 3 years.

4. KNOWLEDGE AND SKILLS

Level of education corresponding to Level 6 of the European Qualifications Framework + at least 5 years of experience in IT.
Sound troubleshooting skills and ability to think at a systems level.
Critical thinking, proactivity, accountability, team spirit, and availability for continuous learning are highly appreciated personal traits.
Experience of administration and configuration of Atlassian Confluence, and integration with other systems.
Experience in several aspects of the software development process, namely business analysis, software modelling and design, frontend or backend development, and risk assessment.
Experience writing technical documentation in English.
Experience in technical training or user support is considered a plus.
Knowledge of HTML, CSS, SaSS, JavaScript, jQuery, TypeScript, XML/JSON, Velocity, Soy, Groovy, Angular, React, or Java is considered a plus.
Knowledge of Scrum or Kanban is considered a plus.
Knowledge of Linux systems, Apache/Tomcat and MySQL is considered a plus.
Knowledge of Microsoft 365, SharePoint or Power Platform is considered a plus.
Capability of integration in an international/multicultural environment, rapid selfstarting capability and experience in working in team;
Ability to participate in multilingual meetings;
Ability to work in multicultural environment, on multiple large projects;
Excellent Team Player
Ability to understand, speak and write in English; in French will be an advantage;
