PROJECT:


The Princess Elisabeth Energy Island Project aims at developing and building a new grid infrastructure, i.e., offshore transmission infrastructure and cables, in the Belgian part of the North Sea, following the designation by Belgium's Government in the Marine Spatial Plan of new zones for production and transmission of renewable energy (Princess Elisabeth windfarm area).

The targeted capacity to connect is a maximum of 3.5 GW.

The project purpose is to create an energy hub - in the form of an artificial island - not only to provide an efficient, reliable means of connecting new Belgian offshore power to the mainland, but also to make optimal use of the power production areas in other parts of the North Sea by accommodating a connection point for (hybrid) interconnectors.

The Belgian energy island will therefore contribute to the development of a meshed network at sea that will adequately distribute the offshore production among the different consumption centres according to their needs.

The Princess Elisabeth Island project consists of the following elements (Packages):

  • Build an artificial energy island to house offshore HVAC and HVDC transmission infrastructure within the Princess Elisabeth windfarm area;
  • Offshore 66 kV and 220 kV AC substation (located on the island);
  • Six 220kV AC cable systems to connect the artificial energy to shore;
  • One Offshore HVDC Converter Station (located on the island);
  • One DC Switching Station (located on the island and serving the connection of future interconnectors with European countries).


For the Island Packages we are looking for a HSE Officer, who will follow-up all topic related to HSE within the specific Island package and support the package team.

He/she will report directly to the Project HSE Manager and Island Package Manager.

GENERAL INFO OF THE ISLAND PACKAGE ASSIGNMENT:

The Island Package consists in the design until the realization of the artificial Island by an EPCI Contractor (TM Edison a joint venture between Jan de Nul and DEME).

The Princess Elisabeth Island will be located in the Belgian part of the North Sea, following the designation by Belgium's Government in the Marine Spatial Plan of new zones for production and transmission of renewable energy (Princess Elisabeth windfarm area) and shall be prepared to later: house AC and HVDC transmission infrastructure; be connected to shore by 220kV AC cables and HVDC cable systems; (3) allow Belgian windfarms (and other renewables) to connect at the 66kV level and allow future HVDC interconnections with other countries.


EXPACTATIONS:

The HSE Officer Island Package:

  • Reports to the Project HSE Manager;
  • Will (together with the HSE Manager) manage the Safety Coordinator and liaise with HSE client reps;
  • Is the point of contact for all HSE related issues in the Island Package scope, internally as well as with the EPCI Contractor;
  • Implements, and monitors the Project Specific HSE management system, plan and HSE performance, in accordance with the Employer project HSEplan and Requirements and legal requirements;
  • Shall attend all meetings where HSE is on the agenda to ensure a systematic approach in dealing with HSE issues; Therefore (s)he ensures that organizational and technical measures are proposed to minimize HSE risks on the project;
  • Shall play an active role in the Design workshops as HAZID's, HAZOP's, Design reviews of the EPCI Contractor and followup all design action and mitigations of the Package.
  • Shall review and challenge HSE documents, Risk assessments, method statements, etc of the EPC Contractor and Subcontractors.
  • Perform(s) HSE Audit(s) and Site inspections on the Project at the onand offshore activities.
  • Followup HSE KPI's of the EPCI Contractor and the project team.
  • Is involved in the followup the project Emergency Response Coordination Plan. Shall encourage the project team to behave as real safety leaders.

PROFILE:

  • Relevant experience with HSE management for major offshore and/or maritime projects (min 5yrs); Experience in EPCI Projects is a plus.
  • HSE and technical educational qualifications in the related discipline:
  • level: technical bachelor/master or equivalent by experience;
- level: Prevention Advisor level 1 or 2 or equal.

  • Knowledge of Belgian HSE legislation is a plus.
  • Knowledge of marine coordination is a plus.
  • Excellent communication and leadership skills.
  • Working structured,, proactive and precise.
  • Driven team player and capable to enthusiasm people with respect to HSE Fluent in English, Dutch is a plus.

EXTRA INFO:
