Who we are supporting


The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners.

The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

  • Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
  • Command and

Control Systems:
The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.

  • Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
  • Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.


Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.


The program

Assistance and Advisory Service (AAS)
The NATO Communications and Information Agency (NCI Agency) is NATO's principal C3 capability deliverer and CIS service provider.

It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.


To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce.

The NCI Agency workforce strategically consists of three major categorise's:
NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s.

The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.


Role Duties and Responsibilities

  • Manage assigned CIS projects and/or individual work packages (in the context of Service Design and Service Transition activities) in close cooperation with the relevant service/business areas in the Agency and other nonAgency stakeholders in the Alliance, in accordance with approved project requirements, constraints and baselines, from startup to closure,
  • Produce highquality project deliverables, including Price Proposals and Statements of Work, based on concrete, unambiguous and measurable requirements,
  • Lead and coordinate the identification, development, analysis and consolidation of user and project requirements,
  • Develop solicitation documentation (RFQ, IFB) and plan and execute the solicitation/competition activities in coordination with relevant Agency stakeholders,
  • Interact with internal and external stakeholders, including Contractors and NATO organizations,
  • Monitor and control project execution with documentation review, testing, delivery etc.
  • Act as a team member for large projects, in particular to support the project manager and other project team members for any relevant duties,
  • Be ready to act independently as Test, Migration, Requirements, or Implementation Manager,
  • Travel to other NATO locations, including operational theatre as required,
  • Adhere to NCI Agency guidance and directives as well as NATO standards,
  • Perform any other duties as mandated by line manager.

Essential Skills and Experience

  • Former experience in or with NCIA, thorough knowledge of NCIA project management processes, and conversant with NATO policy and procurement procedures (asset),
  • Experience as a project manager in Communications and Information System (CIS) projects (at least 3 years) or experience as a project team leader (at least 3 years),
  • Deployable to operational theatres on short notice, for a limited period of time (Note: NCIA will take care of predeployment trainings if needed),
  • Experience in managing, planning, design, system engineering and implementation of military or similar CIS,
  • Knowledge in and experience with current technologies relevant to the work,
  • Proven ability to communicate effectively in English, orally and in writing, with good briefing skills,
  • A formal qualification in project management (PRINCE2 and/or PMP),
  • NATO SECRET clearance valid through the contract period,
  • English 4343 (see STANAG 6001),
  • Able to operate autonomously under time pressure, and able to multitask continuously,
  • Ability to independently produce project documentation in English, including comprehensive Price Proposals and Statements of Work,
  • Ability to interact and coordinate with internal and external stakeholders (including customers) as per the principles and best practices for stakeholder managemen
