INTRODUCTION

BirdLife International is a global Partnership of autonomous, national non-governmental conservation organisations, with a large grassroots membership, in 120 countries and territories.

BirdLife works together as a Partnership to conserve wild birds, their habitats and global biodiversity, by working with people towards sustainability in the use of natural resources.

BirdLife is the global authority on the status of bird species, has unparalleled technical expertise in bird and biodiversity assessment, and provides a global outreach through its national Partners and decentralised Secretariat.

Stichting BirdLife Europe (BirdLife Europe) is the regional division of BirdLife International and is one of the six BirdLife regional offices around the world.

It is composed of an international team of permanent staff working on conservation, capacity building, policy, management, finance, fundraising, advocacy, science, communication, marketing and administration.

BirdLife Europe supports the European and Central Asia Partnership of BirdLife International, which consists of 45 independent, grassroots Civil Society Organisations, governed by a democratic programme.

The 2024 European Elections are a crucial moment for nature.

After years of environmental deregulation attempts, the current von der Leyen Commission put the European Green Deal at the heart of its political priorities.

With the new European Elections, there is a risk that the EU would backtrack on this agenda, despite the climate and biodiversity crisis becoming ever more obvious and dramatic.

As the window of opportunity to avert climate and biodiversity catastrophe keeps closing, it is crucial that the next European Parliament and next European Commission prioritise a fair ecological transition and work to reinvigorate democracy and the rule of law.

BirdLife Europe is looking for a dynamic and strategically thinking person, with deep understanding of environmental challenges, who is interested in EU politics and who is personally committed to tackling the nature and climate crisis.

OVERALL PURPOSE OF JOB
The consultant will be responsible for the BirdLife Europe campaign related to the European elections 2024. This will entail advocacy at Brussels level in collaboration with other NGOs and BirdLife Europe colleagues.

He/she will be also tasked to coordinate and drive the campaign internally and support BirdLife Europe Partners in their work at national level.

The consultant should be available to start in the first quarter of 2023, for a period of 15 months.

TASKS:

Lead and coordinate BirdLife Europe work related to European elections, working closely with the Regional Director and in cooperation with the policy team and the communication team
Represent BirdLife in relevant fora and in coalitions of likeminded NGOs
Support BirdLife Europe Partners in their national work related to the European elections, including by developing with them national strategies.
Work with BirdLife Europe policy team to develop strategies, positions, factsheets, other policy documents related to European elections

QUALIFICATIONS REQUIRED:

Have a relevant academic degree (additional work experience may be accepted in lieu of this)
Have relevant experience with the policy/political work on the EU level, or at national level with good exposure to EU politics and policies (minimum 3 years)
Have a sound grasp of the operation of EU institutions and sound knowledge of political groups/parties in the EU
Be capable of understanding and presenting, in written and oral form policy documents
Have excellent communications skills
Speak and write English fluently, with command of other EU languages being considered an asset
Preferably being based in Brussels, or ready to travel to Brussels regularly at own cost

BirdLife OFFERS
BirdLife can provide 66 000€ (excluding VAT) for the above-mentioned consultancy over a period of 15 months.

Any offers received that do not respect the upper limit will be automatically excluded from the evaluation procedure.

The price for the tender must be quoted in euro. Tenderers from countries outside the eurozone have to quote their prices in euro. The price quoted may not be revised in line with exchange rate movements. It is for the tenderer to assume the risks or the benefits
