YOUR TEAM


Within the Network Management Directorate, the Technology Domain develops and maintains Network Management (NM) Directorate's mission-critical systems, including all NM ops systems, the related communications facilities and technical infrastructure, and supports the Agency's IT solutions and services.


The role of IT Portfolio & PMO Manager is pivotal in the Technology organization and in the whole Agency, to maximize the investment in technology and accelerate digital transformation.

In this respect, the future jobholder will be supporting the organizational and IT leadership in overseeing, managing, and using the entire life cycle of IT portfolio (including demand management).

S/he will ensure the IT portfolio integrity and facilitate the project prioritization to achieve the organization's strategic goals, and will lead the demand, portfolio and project team.


YOUR ROLE

Your role will be to:

  • Act as the TEC division authority for everything that concerns demand for digital solutions, portfolio management, and PMO services.
  • Lead and manage the enterprise IT Portfolio and ensure its alignment with the strategic, business and financial objectives of the Agency.
  • Define criteria leading to the best prioritisation of all demands, and ensure consistency with the overall IT landscape and roadmap.
  • Maintain the IT Portfolio and the underlying tooling.
  • Supply to the Agency top management, the required information for decision making and prioritization.
  • Supply to the tactical level (change and release management) accurate and timely information so that the IT services can be delivered and adopted when needed and with the required quality.
  • Analyse and challenge business needs originating from different services, and assess their impact on the overall IT Portfolio. Identify interdependencies and resolve or escalate conflicts (e.g. resource, finance, etc).
  • Contribute to the Technology Work Programme, and provide advises to IT governance committees/boards as support to the decisionmaking process.
  • Lead reviews with business and technology leader on projects or programs that have run into challenges, and provide recommendations
  • Ensure that the portfolio of initiatives across IT Services is appropriately coordinated.
  • Carry out any other task in line with the main purpose of the job.
REQUIRED QUALIFICATIONS, EXPERIENCE & COMPETENCIES

  • University studies of at least 4 years or university studies of at least 3 years plus one year relevant professional experience.
  • Minimum 10 years of relevant working experience.
  • Proficiency with the use of reporting tools to monitor IT portfolio activities and with the analysis of portfolio performance (e.g. ITSM, SPM).
  • Practical experience in programme and project management.
  • Knowledge of Agile concepts, principles and methods.
  • If you have followed trainings in Project/Programme, that would be considered as an asset.
