Purpose of the role:

This role reflects the strategic ambition and expected growth of the Africa-Europe Foundation (AEF).

Its core purpose is to ensure the development and impact targets for the Foundation's programming on Digital and Global Health.

Context:

The Africa-Europe Foundation brings together diverse stakeholders from across different boundaries to catalyse cooperation, transform dialogue into action and reimagine the partnership between the societies of the neighbouring continents.

The Foundation is comprised of some of the world's most influential personalities and acts as a network of networks in strengthening the capacity of Africa and Europe to respond to a range of common challenges.

Investment in a generation is central to our mission through empowering youth voice and leadership across critical sectors of cooperation.

In order to manage the expected growth of the Foundation's multi-annual programming, at a critical time for rethinking the partnership between Africa and Europe, we are seeking to recruit an experienced development and international relations professional as Programme Manager at the Africa-Europe Foundation.

Our current programming in Health and Digital represents a growing and dynamic portfolio of strategic partnerships and pioneering initiatives, from foresight work on Health workforces in Africa and Europe to a potential first inter-regional initiative on Space cooperation.

Given the pace of digitalisation across Africa and Europe, with cross-cutting implications from climate policy to global health, there are strategic opportunities to improve policy coherence and development across continents.

This is a new position which represents a unique opportunity for a dynamic professional who shares our values and is passionate about contributing to a real partnership between Africa and Europe.

Key responsibilities:

  • Providing management for a programming portfolio as part of the overall AEF strategic programming and in coherence with the expected outcomes for the Foundation.
  • Maintaining effective communication with key stakeholders, networks and organisations affiliated to AEF's programming, and maximising AEF's partnership infrastructure with foundations and thinktanks for influence and innovation.
  • Collaborating with the outreach team to deliver specific initiatives and 'Talking Africa-Europe' broadcast specials on the themes related to this programming pillar.
  • As part of the overall programme, ensuring projects and initiatives are completed on time, within budget, and within scope, and ensuring resources needed to implement activities are managed in an effective and efficient manner.
  • Collaborating effectively with the assigned AEF Senior Fellow(s) to support the intellectual leadership and policy objectives underpinning programming.
  • Keeping the organisation abreast of policy developments across Africa and Europe and leveraging the AEF's relations with cofounders (FoE, Mo Ibrahim Foundation, ONE Campaign, African Climate Foundation) to add value to policy scanning and analysis, and improving understanding of emerging policy issues and impact on communities.
  • Ensuring compliance and quality of work through implementation of project management processes and frameworks. Ensuring data collection and information contribution to AEF's role in EU-African Commitment Tracking.
  • Contributing to effective knowledge sharing and building capacity across the programme team with a focus on sector knowledge and lessons learnt, and ensure there is appropriate integration of the programming theme(s) in the overall AEF multiannual programming strategy.
  • Contributing as required to the overall monitoring of AEF progress, analysis of key performance indicators, and reporting to ensure the results of the work are well documented; and help fulfil internal and external reporting requirements, including monthly, quarterly and final technical and financial reports.
  • In close coordination with the AEF programme team, codeveloping and implementing a tailored outreach and engagement plan for operations in the programming portfolio.
  • Supporting the development of positive and productive relationships between AEF and key partners, including the UN agencies, African Union, EU Commission and other stakeholders connected to the programming portfolio including potential sponsors and donors and acting as the main point of contact for inquiries on operational matters related to Digital and Health.

Outcomes:

  • Annual schedule of activity and resource plan for programming area.
  • Meet impact targets for programming.
  • Empowered programme leaders, champions and highlevel affiliates.
  • Expanded network of partners affiliated to the programming.
