A. POST CONTEXT


The Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE).

SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.


The Cyberspace Directorate is responsible for directing, monitoring and coordinating all cyberspace functional area activities and staff functions across ACO.


The J6 Cyberspace Division provides the strategic staff functions for cyberspace aspects within ACO's strategic direction, planning and risk management to support NATO-led operations, initiatives, exercises and activities.


Cyberspace Service Management Branch provides the primary interface for ACO engagement with ACT and NCIA for Capabilities and services delivery and with NCI Agency for CIS services provision, exercises oversight from operational acceptance of all cyberspace capabilities that deliver CIS services and support to ACO, including the centralised service.


Cyberspace Service Delivery Management Office (SDMO) is ACO lead for Cyberspace Services and Capabilities Delivery, covering the life cycle from operational requirements development until Operational Acceptance.

This position will manage Operational Requirements for the following Cyberspace service area, as part of the NATO 2030

Digital Backbone:
Next Generation Core Digital Services as assigned by the SDMO Head.

In addition to Operational Requirements management, this position will have a lead role, for the assigned capability area for:

  • Collecting Operational requirements and development of Operational Requirements statements,
  • Developing Operational Acceptance Criteria and managing the Operational Acceptance
  • Supporting the capability development (CRB, CPP review)
  • Supporting project implementation and project monitoring and reporting
  • Operational Risk management

C. PRINCIPAL DUTIES

The incumbent's duties are:
- manage Operational Requirements for the assigned Cyberspace service area: Next Generation Core Digital Services;
- support ACOS J6 in SRO role;
- lead ORS development, coordination and approval;
- coordinate, review, provide inputs for the CRB and CPP development;
- support project proposal development and project implementation;
- in coordination with NCIA PMs and ACT staff contribute to the Operational Acceptance Criteria development and sign off by SRO;
- lead operational acceptance planning, execution and OA report sign off by SRO;
- attend ORRB, CMF / CMA and provide support and operational impact for IC, RPPB, MCWG;
- contribute for resource planning and provide inputs for the MTRP / MTMP and NCCB;
- contribute for life cycle support and provide inputs for CSLA and ensure proper transition of its projects into services;
- manage the UR / CUR projects and requirements as assigned by SDMO Head;
- on behalf of ACOS J6 Cyberspace, provide input into capability development and the NATO 2030 task, closely coordinating with ACT and NATO HQ bodies;
- in coordination with REM, engage with ACT and NCIA for Cyberspace capabilities and services delivery;
- provide Cyberspace functional area support to CMF and inputs to ACO CMCG/CMA Senior Representative as well as direct support to DCOS Cyber / ACOS J6Cy at CMA;
liaises with NATO commands on operational requirements and resources required to effectively implement enterprise cyberspace services and capabilities;
- lead project analysis, monitoring and reporting Cy project management milestones tracking, operational requirements traceability, scope, time, O&M cost change analysis and impact;
- lead operational risk management and escalate them to ACO strategic risk register as appropriate, for Cy services projects and capabilities, risks identification, impacts assessment, risks mitigations;
- lead operational acceptance management for Cy services projects and development of Operational Acceptance Criteria, Planning of OA activities, Lead testing for operational acceptance and the development of the OA reports, for SRO(ACOS J6) approval.


NATO committee responsibilities:
Represent SHAPE at C3 Boards and committees (MC WG CIS, CMA, CMF etc.) and Substructures as well as NATO conferences under C3CAT for the assigned Cyberspace Service area;

There are no first line reporting responsibilities.


D. ADDITIONAL DUTIES


The incumbent may be required to undertake TDY assignments both within and without NATO's boundaries and be willing to work unsocial hours.

The work is normally performed in a typical Office environment. Normal Working Conditions apply.
