DESCRIPTION OF THE TASKS AND THE SCOPE OF COMPETITION

The following tasks will be performed:

Creation and maintenance of Enterprise Data Warehouses (EDW) and complex Business Intelligence Solutions (Data Lakes / Data Lakehouses)
Designing architectures both on the cloud and onpremises (whether hosting or cloud onpremises) or a combination of both (hybrid)
Gathering business requirements
Designing ETL processes
Data virtualization
Data modelling
Physical DB design
DB performance analysis
Design of Data Quality and Health Monitoring processes
Elaboration of test programs
Writing of technical documentation
Assistance with the deployment and configuration of the system
Participation in meetings with other project teams
In addition, the following tasks will be performed by external service provider:
Providing of advice and assistance, solution patterns and best practices as data scientist
Defining and building a Qlik environment that would serve to disseminate dashboards and reports based on all fisheries control systems
Generating documentation about reporting architecture/environment put in place
Helping in deploying, promoting, and using Qlik products in DG MARE and in particular Qlik Sense with GeoAnalytics and QAP
Identifying the dataanalytics problems that offer the greatest opportunities to the organization and creating solutions that enable enhanced business performance
Collecting large sets of structured and unstructured data from disparate sources
Analyzing the data to identify patterns and trends
Interpreting the data to discover solutions and opportunities
Using a wide variety of tools, including Qlik Sense, Excel, SQL, PL/SQL
Building data visualizations in attractive and innovative ways for managers, operational users, and citizens
Communicating findings to internal and external stakeholders using visualization and other means

LEVEL OF EDUCATION

Master's degree of 5 years.

Job requirements

KNOWLEDGE AND SKILLS

Good knowledge in business intelligence
Good analytical skills to go through large amounts of data and analyze them
Deep knowledge of analysis/modelling tools and techniques (entity relationship model etc.)
Deep knowledge of Qlik View/Sense, SQL language, PL-SQL, XML, Oracle and Excel
Ability to participate in multilingual meetings, very good communication skills
Strong capacity to give high level presentations
Excellent knowledge of data warehouse design & architecture
Good knowledge of data lake/data lakehouse design and architecture
Excellent knowledge of relational database systems applied to data warehouse
Knowledge of nonrelational database technologies
Excellent knowledge of SQL
Excellent knowledge of business intelligence reporting tools
Excellent knowledge of ETL tools
Excellent knowledge of modelling tools
Excellent knowledge of online analytical data processing (OLAP) and data mining tools
Knowledge of near real time data warehousing and/or change data capture technologies
Capability of working in an international/multicultural environment
Capability of integration in an international/multicultural environment, rapid selfstarting capability and experience in working in team
Ability to participate in multilingual meetings
Ability to work in multicultural environment, on multiple large projects
Excellent Team Player
Ability to understand, speak, and write English, level C1

SPECIFIC EXPERTISE
The following specific expertise is mandatory for the performance of tasks:

At least 1 year of experience with Qlik
Excellent knowledge of data warehouse design & architecture
Good knowledge of data lake/data lakehouse design and architecture
Excellent knowledge of relational database systems applied to data warehouse
Knowledge of nonrelational database technologies
Excellent knowledge of SQL
Excellent knowledge of business intelligence reporting tools
Excellent knowledge of ETL tools
Excellent knowledge of modelling tools
Excellent knowledge of online analytical data processing (OLAP) and data mining tools
