Who we are supporting


The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners.

The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

  • Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
  • Command and

Control Systems:
The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.

  • Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
  • Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.


Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.


The program

Assistance and Advisory Service (AAS)
The NATO Communications and Information Agency (NCI Agency) is NATO's principal C3 capability deliverer and CIS service provider.

It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.


In order to provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance engaged workforce.

The NCI Agency workforce strategically consists of three major categorises:
NATO International Civilians (NIC)s, Military (Mil) and Interim Workforce Consultants (IWC)s.

The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.


Role Duties and Responsibilities
Under the direction of the Branch Chief, the incumbent leads and takes the initiative in the delivery of a range of tasks and products for the Operating Costs and Transversal Controls Branch (OCTC) such as the following:
Transformation and continuous improvement

  • Participate in the design, development, implementation, standardisation and improvement of financial planning and reporting processes using automated tools ranging from Excel to Enterprise Resource Planning (ERP) and BI tools;
  • Support the development of financial and management reporting processes, Governance reporting, dashboards. metrics and KPIs;
  • Contribute to enhancing the overall quality of financial data, and play a key role to identify and contribute to the resolution of data quality, model or process issues, including coordinating with other functional and business areas;
  • Support, where needed, the improvement and automation of internal controls for business processes;
  • Support continuing to improve the Agency's Revenue Recognition (Cost to Complete) process.

Cooperation:

  • Contribute to the Agency's Revenue Recognition (Cost to Complete) process consistent with accounting standards;
  • Monitor and analyse financial data and undertake reconciliation of management reports with Financial Statements and other reports;
  • Participate in the Agency's resource planning for Operating Costs activities in support and collaboration with other Directorates and business areas;
  • Contribute to the regular reporting cycles (monthly, quarterly) and various financial reports at the corporate level for Management and Governance purposes;
  • Support analyses related to performance and financial management making best use of financial and operational data to measure effectiveness of the Agency against approved plans, objectives, and KPIs;
  • Support presenting analysis and management reports to both internal and external stakeholders, and other aspects of management control to support decision making;
  • Contribute to the development of business objectives and financial targets for managers of the Agency's business areas, and provide advice on business proposals and business plans as required,
  • Monitor internal controls as assigned;
  • Support oversight of the separate operating budget for the NCI Organisation (NCIO) Independent Secretariat.

Essential Skills and Experience

  • Implementing and monitoring Internal Controls;
  • Extensive experience in the use of Microsoft Excel, Word, PowerPoint and BI tools linked to an ERP;
  • Good understanding of ERP information systems, specifically extracting and leveraging data into information to support quality decision making;
  • Proven ability to communicate effectively;
  • Proven ability to work under pressure in a complex environmen
