VECTURIS is looking for an
Infrastructure Manager (IM) (in Africa).

Your Role

Responsible for overseeing the railway infrastructure performance and development, implementing and monitoring maintenance and investments strategies that promote a safe and efficient transport performance.

This includes the following tasks:

General oversight and ultimate responsibility for maintaining the following in conditions safe for use and optimizing the life cycle cost: Track, bridges, earthworks, drainage systems, buildings, passenger platforms, communications and lighting towers, access roads, parking areas, fuel storage, sewage treatment, water and electricity connections, power generation equipment (solar/diesel), water treatment facilities
Supervision and control of the maintenance and investment work that will be subcontracted
Supervise an infrastructure engineer and a team of senior and junior technicians responsible for validating subcontracted maintenance works daily. The infrastructure manager will also be supported by a contract administrator and will have access to external service providers in areas such as architecture, geotechnical engineering, metallurgical engineering, and surveying
The infrastructure manager will be expected to know, in detail, the relevant safety policies and regulations, to enforce them internally and among contractor teams, and to serve as a role model
In cooperation with the relevant subcontractors, the infrastructure engineer will participate in the drafting and validation of longterm renewal plans, annual preventative maintenance and inspection programs, corrective maintenance strategies, and emergency response strategies
In relation to the above, the infrastructure manager will draft the budgets and present them to upper management for approval. During execution, the infrastructure manager will be responsible for respecting the predefined budget
Ensure a general regulatory and technical watch, issue alerts associated with new requirements
Build a relationship of trust with stakeholders
Set up tools for monitoring indicators
Develop methods, tools and maps of the main risks and propose risk management strategies.

Your profile

You have a civil engineering degree preferable but may be replaced by adequate work experience
Minimum of 15 years of experience in railway infrastructure maintenance, up to half of which may be in construction, including construction supervision
You have a good knowledge of international standards such as IFC
Experience working in Africa or Latin America
You are willing to move to Africa and ready to travel anywhere in Angola on short notice, including at night in case of emergency (derailments, floods, etc.)
Prepared to spend several days per month in the field outside of the office
Able to work comfortably in written and spoken Portuguese and English
Experience in the railway sector, experience in Africa, knowledge of ERP are assets
Driving license
