1. CONTEXT/INTRODUCTION DIGIT


B1 in partnership with other European Commission (EC) services and stakeholders, including Directorate Generals (DG), provides high quality corporate solutions/information systems for data services, enabling the successful implementation of the EC Digital Transformation and EU policies.

In close collaboration with other EC services and its customers, DIGIT.B1 builds and operates solutions in the areas of data management and analytics lifecycle.

The mission of the unit translates into the following activities:


  • Identify, assess, develop, and deploy solutions to support data management, data analytics and business intelligence for evidencebased policy making and for information driven internal activities in the EC.
  • Provide services, solutions, guidance, and expertise and promote the development of content, data, information, and knowledge management.
  • Provide Big Data solutions, expertise, and support.
  • Provide services, guidance, and expertise in the areas of harmonisation and standardisation of data and metadata.
  • Provide and support corporate solutions for content management of intranet and extranet.
  • Develop and promote the implementation of information models and standards in DIGIT and in the EC.
  • Promote the collaboration with European Institutions, international organisations and Member States in data, information, and knowledge management.
  • Promote and foster content, data, information, and knowledge management activities in DIGIT and in the EC via dedicated initiatives.
  • Provide and support corporate solutions for internal and external collaboration.
  • Facilitate and promote the content, data, information, and knowledge management culture by coordinating relevant activities in the EC.
  • Facilitate and steer the deployment of data infrastructure in the EC. The portfolio of Digit B1.

002 unit B1, sector 002) service offering includes:

  • Data & AI brokering support services.
  • Data & AI advisory services.
  • Data & AI solutions delivery services.
  • BI, data & AI platform and product management services.
  • Business Intelligence, data & AI enablement services.
  • Data & AI technological sandboxing (supporting) services.


Amongst the solutions provided, the EC Data Platform offers a broad stack of big data and analytics tools for DGs and agencies of the EC.

Through the ECDP, DIGIT.B1.

002:
"Data and AI Operations" sector cover the operational corporate needs in the areas of data and AI through relevant digital services. The activities of the sector in the areas of data and artificial intelligence operations contribute to the realisation of the corporate digital priorities of the European Commission Digital Strategy (ECDS), to the realisation of the corporate objectives in the areas of data and artificial intelligence, and to the realisation of the specific objectives of the Strategic Plan of Digit.

As for 2024, the services offered through the ECDP consist in:


  • Data Science Lab (DSL), providing expert users such as data scientists with an environment to experiment with data for advanced analytics.
  • Self-Service Analytics (SSA), providing tech and nontech users with readytouse online tools to combine data, perform analytics and create reports, Since 2021, the tools and services in this domain are centrally proposed in DIGIT Service Catalogue.
This way, DIGIT.B1.002 stimulates the implementation of best practices, standardisation of the landscape and increased interoperability. The solution assignment may change over time, according to the portfolio/project/service needs.

**2. DESCRIPTION OF THE TASKS
The following list of (non-exhaustive) tasks will be performed by external service provider:

  • Transversal management and coordination of activities related to Self-Service Analytics (SSA) and Data as a Service (DaaS) offerings between different stakeholders within DIGIT and the customers (DGs and Executive Agencies).
  • Transversal coordination of the activities related to the architecture, design and implementation of the roadmap related to Analytics, Business Intelligence and AI strategies, at EC level.
  • Transversal coordination of the activities related to Corporate Data Architectures and solutions (e.g. Data warehouse, data lakes etc.).
  • Continuous overall service strategy revision and improvement across DIGIT.B1 Unit.
  • Continuous support of Qlik Enterprise License agreement (ELA) in the European Commission.
  • Coordination of activities related to the Enterprise Data Catalogue.
  • Architecture, design and implementation of the integration layer between backend systems and data management platforms.
  • Provide expert advice on confidentiality, integrity, authorization, authentication, non repudiation, availability.
  • Assist the team to test and conduct periodic vulnerability and security risk assessments of the data integration and data transfer system.
