IT Project Management to provide advice, guidance, consultancy and assistance to the responsible official(s) in regard to the management of outsourced IT systems:

ART2: programme management system
PICS: collaboration space for taxation and customs communities
LMS: Learning Management System (Moodle)
TAXEDU Portal

The services in scope cover quality assurance, and include also:

Coordinate the projects' various stakeholders (TAXUD business and IT teams, subcontractors' teams, COTS providers, Member States' representatives, etc.)
Enforce deliverable(s) are provided according to the agreed schedule, with the expected quality and with the resources provided
Understand the technological aspects of the project, including the risks and the success factors
Supervising partners'/subcontractors' project teams
Provide suggestions for service or methodology and processes improvements
Set up and participate in meetings with DG TAXUD, contractors, Member States and/or other partners
Review deliverables with regards to their format and content
Review all processes applied during software development, maintenance and support; including the project management processes
Review/define best practices for some disciplines applied during software development.

In addition of the experience/expertise linked to a Project Manager level 4, following specific expertise is required in the domain of Quality Assurance:

1 year experience with contractual aspects related to outsourced projects
3 years' experience in use cases
2 years' experience in testing
5 years' experience using JIRA and Wiki, preferably other components from the Atlassian stack
