The Client is responsible for developing, maintaining, and operating the DG's information systems at the three geographical sites.

The unit works directly with the policy units on digital solutions to implement the policies and manages the local IT infrastructure and support.

The mission is to:
- improve and protect human health, and support the modernization of Europe's health systems
- ensure that all food, feed, and medicinal products marketed in the EU are safe and that EU standards are promoted globally
- protect animal health and welfare and plant health
- contribute to a well-functioning and fair internal market in food

The European Health Data Space impact assessment identified that an EU-wide infrastructure supporting the secondary use of health data (EHDS2) is necessary to harness the power of health data and ensure interoperability with other common EU data spaces.

This infrastructure should be delivered in a way that connects existing infrastructures (federation) for the purpose of secondary use of health data and minimizes the transfer of data (bringing the queries to the data instead of transferring the data).

The Commission will be responsible for the common services to orchestrate the federation.

DESCRIPTION OF THE TASKS

The following tasks will be performed:

[Essential] Create business architecture models that reflect the European Health Data
Space strategies and goals, with the use of the Enterprise Architect

[Essential] Integrate the project and program strategies and ensure alignment with business strategies and drivers, and management priorities

[Essential] Provide business architecture and systems processing guidance

[Essential] Propose and investigate the architecture components solutions which could meet the business architecture needs

[Essential] Put in place architecture blueprints, and practical integration steps and propose test approaches to verify adequate integration and smooth operation of the different components

Identify ways to reduce costs in IT and business leadership
Evaluate systems for discrepancies or vulnerabilities
Conduct research to find ways to improve operations
Create and implement a business vision and multiyear plan

LEVEL OF EDUCATION

The minimum educational qualification corresponds to Level 7 of the European Qualification Framework which typically corresponds to a
master's degree of 5 years or higher education.

KNOWLEDGE AND SKILLS
The following skills and knowledge are required for the performance of the above-listed tasks:

Experience defining and implementing strategies under a CIO or equivalent
Ability to combine many different skills and experiences to address and solve business, information, and technologyrelated opportunities and problems
Extensive experience with enterprise architecture best practices and goals
Communications skills, both verbal (presentations), and written (reports)
Analysis and design
Modelling and graphical representations and abstractions
Ability to understand, speak and write English B
Capability of integration in an international/multicultural environment, rapid selfstarting capability and experience in working in team

SPECIFIC EXPERTISE
The following specific expertise is mandatory for the performance of tasks:

At least 8 years of specific expertise in enterprise architecture frameworks such as
Zachman, TOGAF, COBIT, and actual experience developing and building models based on such framework
