Database Architect (DBARC) - Brussels - EU Public Organisation

1. CONTEXT/INTRODUCTION


The mission of DIGIT.A.3 is to deliver Digital Business solutions for the European Commission and its stakeholders as well as for public administrations and citizens in the Member States in cooperation with other Commission services.

These Digital Business solutions focus on improving the Commission's efficiency using IT business solutions as an enabler and cost-saver.

DIGIT.A.3's activities focus on the development of information systems in different domains such as document management, knowledge management, crisis management, the internal decision-making process of the Commission and the European Citizen's Initiative.

DIGIT.A.3 manages the complete development lifecycle of the information systems, including feasibility, study, business requirements, business process modelling, analysis, development, testing and deployment.

Accompanying measures like training, support and the design of promotion campaigns are also managed by the unit. This specific request is for the provisioning of consulting services for the DIGIT.A.3 unit.

As a reference, a non-exhaustive list of the projects of the unit is included hereafter: Decide, e-Greffe, CIS Net, Vista, Hermes, ARES, Nomcom, HRS, ERS, DRS, HPS, Basil, Petition, CNS, LegisWrite, LegisWeb and the European Citizen's Initiative.

The solution assignment may change over time, according to the portfolio/project/service needs.

**2. DESCRIPTION OF THE TASKS
We are currently seeking a highly skilled Oracle DB Developer/Architect with expertise in database modelling and performance tuning.

As a key member of our technical team, you will be responsible for designing and implementing efficient and scalable database solutions, ensuring optimal performance and reliability.


Key Responsibilities:

  • Designing logical and physical database structures using Oracle's RDBMS, adhering to best practices and industry standards.
  • Developing and maintaining robust data models that align with business requirements and support scalability.
  • Optimizing database performance through query tuning, indexing strategies, and efficient caching mechanisms.
  • Analysing query execution plans, monitoring system resources, and identifying and resolving performance bottlenecks.
  • Collaborating with crossfunctional teams, developers, and stakeholders to understand business requirements and translate them into effective database solutions.
  • Providing valuable insights and recommendations on databaserelated issues, contributing to informed decisionmaking processes.
  • Staying up to date with the latest advancements in Oracle technologies and proactively implementing best practices to enhance database performance and security. 3. LEVEL OF EDUCATION


As stated in the Article of DIGIT-TM II Service requirements, a minimum educational qualification for lot 2 is: Level of education corresponding to Level 6 of the European Qualification Framework which typically corresponds to a bachelor's degree of 3 years.

Bachelor's degree in Computer Science, Information Technology, or a related field.

**4. KNOWLEDGE AND SKILLS
Following skills and knowledge are required for the performance of the above listed tasks:

  • Proven experience as an Oracle DB Developer, with a focus on modelling and performance tuning.
  • Strong proficiency in Oracle's RDBMS, including SQL and PL/SQL programming languages.
  • Demonstrated expertise in database modelling, with a deep understanding of logical and physical design principles.
  • Experience in query tuning, index optimization, and database performance tuning techniques.
  • Expertise with Oracle tools such as Oracle Data Modeler and Oracle SQL Developer.
  • Excellent problemsolving and analytical skills, with the ability to troubleshoot and resolve complex database issues.
  • Strong communication and collaboration abilities, with the capacity to effectively interact with team members and stakeholders.
  • Capability to write clear and structured technical documents.
  • Knowledge on WebLogic would be an asset Due to the particular nature of a large
  • Capability of integration in an international/multicultural environment, rapid selfstarting capability and experience in working in team.
  • Ability to participate in multilingual meetings.
  • Ability to work in multicultural environment, on multiple large projects.
  • Excellent Team Player.
  • Ability to understand, speak and write in English (C2), and French (B1) will be an advantage.
**5. SPECIFIC EXPERTISE
Following specific expertise is mandatory for the performance of tasks:

  • at least 6 years of specific expertise in ORACL
