1. SUMMARY


The Emerging Security Challenges (ESC) Division provides a coordinated approach for NATO to the emerging security challenges of the 21st Century.

It serves as NATO HQ's focal point for counter-terrorism, cyber, energy, data science and innovation.

The Division also promotes security cooperation on these challenges through a variety of programmes, in NATO, with Partner nations and with other international organisations.


The Counter Terrorism Section coordinates Counter-Terrorism (CT) related efforts across the Alliance in accordance with the 2012 CT Policy Guidelines and in support of the Action Plan on Enhancing NATO's Role in the International Community's Fight Against Terrorism.

It provides policy guidance and support to Allies and seeks to enhance NATO's dialogue and cooperation on CT related issues with international organisations and Partner countries.


The incumbent will develop the knowledge of NATO processes and policies, including NATO Counter-Terrorism Policy and NATO Financial Regulations, as well as, NATO Partnership policies, especially in the area of capacity building and counter-terrorism.


2. QUALIFICATIONS AND EXPERIENCE

ESSENTIAL

The incumbent must:
- possess a university degree from an institute of recognised standing or equivalent qualification, in International Affairs, Military Affairs, Finance, Legal or Law Enforcement, or other relevant fields;
- have at least 2 years' of relevant professional experience in one of the following areas: International Organizations, Diplomacy, Finance, Legal or Military;
- experience in financial management of projects;
- have good drafting skills and experience in producing routine correspondence;
- be conversant with the Alliance's political and military consultative processes and key security policy issues on its agenda;
- possess the following minimum level of NATO's official languages (English/French): VI("Proficiency") in one; II ("Elementary") in the other;


DESIRABLE

The following would be considered an advantage:

  • graduate degree (Masters or Ph.
D.) in a related field;
- experience in similar work, with a focus on security policy and/or international relations, for a national administration or in an international environment;
- working experience with academic communities and government institutions in NATO member and partner countries;
- knowledge of NATO institutional framework and procedures, including NATO Partnership policies, especially in the area of capacity building and counter-terrorism;
- knowledge of the geography and politics of North Africa, the Sahel and the Middle East;
- knowledge of military affairs, law enforcement, civ-mil cooperation and whole-of-government approach.


3. MAIN ACCOUNTABILITIES

Project Management


Support the development, planning and execution of cooperative projects under the US Grant, in support of CT Section Staff Officers.

Monitor projects to ensure timely execution of inter-related processes/activities. Maintain accurate and detailed records of project activities.


Knowledge Management


Be responsible for the correct entry of data on US Grant activities into databases and spreadsheets Initiate, guide and advise on the management of information processes across the Section and with Executing Agents for projects.


Stakeholder Management


Liaise and develop constructive relationship with US Grant Officer in the United States State Department, US Counter-Terrorism Bureau and CT Section Staff Officers.

Liaise with Executing Agents and commercial suppliers to ensure effective administration of projects under the US Grant.

Liaise with IS ESC Budget Officer, NATO Office of Financial Control and Financial Controller to ensure conformity with NATO Financial Regulations.


Expertise Development
Develop and maintain expertise on the working procedures and mechanisms of the US Grant and VNCF.


Financial Management
Maintain accurate and detailed records of financial activities.

Administer financial management of the US Grant using the NATO E-Business Suite (EBS) to include the creation and processing of tasks, cost budgets, suppliers, purchase requisitions, advance payment requests, sole-source waivers; reception of invoices and oversight of their payment; other EBS tasks as needed.

Prepare bi-annual US Grant Performance Management and Financial reports including coordination of inputs from Staff Officers.

Perform any other related duty as assigned.


4. INTERRELATIONSHIPS
The incumbent reports to the Head, Counter-Terrorism Section.

S/he assists in the coordination of the Section's within the Division and with other Divisions of the International Staff, with NATO Military Authorities and with national delegations.

S/he liaises with Partners and other International Organisations as required.
