INTRODUCTION


In Belgium, Alstom is active in the design and manufacture of equipment, electrical and electronic systems for rolling stock equipment and railway signalling.


Alstom Belgium has developed two centers of excellence:

one for auxiliary converters, traction systems & low voltage cabinets, and the second for signalling systems for main lines and ETCS (European Train Control System) / ERTMS (European Rail Traffic Management System).

Alstom Belgium also offers the operators its expertise in maintenance services and renovation. The Charleroi teams have a good knowledge and reputation in project management all over the world. With nearly 1000 employees, including 500 engineers, Alstom Belgium is the largest rail production site in Belgium.


POSITION OVERVIEW:

The Project Industrial Sourcing Manager is owner of the Industrial & Sourcing work package of the project. He ensures that the products (generic
- & customized products & installation materials) including notably documentation, certificates are delivered to the project stakeholders (Process & Manufacturing Engineering, Manufacturing, Field Operations, Project Management Office), and secures the product maturity at each stage of the process and specially before transfer (Technology-, Workload Transfer or Outsourcing) according to project QCD commitments.

The job holder will hierarchical report to the Industrial Tenders & Projects Operations Manager. Functional report during tender phase to the BID Manager and during project execution toward the Project Manager.

  • Member of the project core team.
  • Within the site organization: Tender team, Engineering, Process Manufacturing Engineering, Supply Chain, Manufacturing, Quality, Sourcing, Product Manager, and Field Operations.
  • Outside the site organization: other ALSTOM units, Joint Ventures, Suppliers

MISSION:


Objectives:


On time delivery of the tender in line with the expected performance, and including return of experience of previous projects.

Keep committed QCD performances of the tender during the project lifecycle for the Industrial & Sourcing work package.

Assure product industrial maturity and transferability (if applicable) within the DFQ process, data maturity (BoM, documentations, instructions), and - exhaustibility this following the agreed standards.


Measurement:

Within tender phase:

  • Tender planning & milestones are respected by the Industrial & Sourcing teams
  • On time delivery of the consolidated tender toward tender team
Within New Product Introduction (NPI) and (pre-) serial phase:

  • DFQ milestones following project planning
  • Industrial Maturity Follow Up (IMFU): bill of material including Part Maturity Follow up (PMFU), assembly accuracy, spent time
  • Product & Data maturity validation "AS Built" "As Designed"
  • On Time Delivery of the product & data
  • Industrial & Sourcing work package cost monitoring
  • Risk & opportunity register
  • Satisfaction of the project stakeholders

Within transfer phase:

  • DFQ-T milestones following the transfer planning
  • On time delivery of the data to transfer (product, Industrial, sourcing ) Do It Right The First Time (DRIFT)
  • Training, manufacturing launch and ramp up of the receiver
  • Transfer operations work package cost monitoring

  • Satisfaction of the receivers

Responsibilities:
Prepares and drives (if applicable) the tender.


Through collaboration and monitoring:

  • Ensure that necessary input data allowing respect of QCD commitment are consistently and timely made available by other tender contributors (Industrialisation, Manufacturing, Data Management ).
  • On time delivery and consolidation of the detailed tender for the Industrial and Souring scope.
Prepares and drives the New Product Introduction (NPI) and (pre-) serial phase:

Through coordination and supervision of:

  • Definition of industrial scheme and related make or buy strategy
  • Process and

Manufacturing Engineering:
manufacturing process, -line, -time, and work instructions

  • Sourcing: defines and implements with buyers the Sourcing Improvement Plan (ASIP)
  • Supply chain: defines and implements Logistic Strategy, (long lead time items, material procurement) as to deliver the products, components, and subsystems on time, following the industrial planning and optimizing the working capital (inventory, WIP)
  • Industrial Operations, in charge of the following tasks: drive & supe
