NATO CIS Group is looking for a Staff Officer for the management and effective use of IKM systems in the NCISG.

**GENERAL BACKGROUND: The NATO CIS Group conducts CIS operational planning and provides deployed/deployable CIS services and support in support of NATO military operations and exercises. The NATO CIS Group is located at the Supreme Headquarters Allied Powers Europe (SHAPE) the Headquarters of Allied Command Operations (ACO), one of the two major military commands of the North Atlantic Treaty Organisation (NATO).

The NATO CIS Group HQ Command Group is responsible for decisions, directives and strategy to achieve NCISG' s mission of ensuring provision of NATO-wide cost-effective interoperable and secure Deployable Communication & Information Systems (DCIS) capability in support of NATO operations and exercises.

NCISG CG directs the activities of the NATO Signal Battalions executing that mission.


The Office of the Deputy Commander/Chief of Staff is responsible for providing direct support to the Deputy Commander/Chief of Staff in his responsibility to direct, co-ordinate and supervise all staff activities, to include the Strategic and Risk Management Plan, and Service Level Agreements (SLAs) with the NCI Agency.

The incumbent is responsible for the management and effective use of IKM systems in the NCISG (HQ and NSBs).


Reporting Lines
This incumbent reports to OCG GXCS Office Head (Staff and Workflow Management), OF-4.

There are first line reporting responsibilities for the following numbers of staff: 1× OR-7.

Principal Duties

The incumbent's duties are:

  • Manage electronic and manual publications and forms development, design, control, storage and dissemination.
  • Acquire and distributes publications and forms using manual or electronic means.
  • Provide guidance to ensure publications and forms meet NCISG standards.
  • Direct the functional activity of the NCISG Registry.
  • Develop and implement IKM policies for NCISG in accordance with NATO policy and direction.
  • Develop and implement policy for records and archival management across NCISG (HQ and NSB) in coordination with the NATO Archivist.
  • Monitor and advise on matters relating to information management policy implementation.
  • Gather user requirements from across NCISG to maximize the benefits available from current and future information management technologies.
  • Analyse current staffing and workflow processes and identify areas for improvement, ensuring the implementation of such improvements.
  • Identify current practices that would benefit from workflow and initiate projects accordingly.
  • Direct or coordinate the provision of initial staff training for NCISG personnel and ensure its compliance with IKM policy.
  • Provide frequent briefings to NCISG senior staff in the implementation of IKM in NCISG.
  • Perform adhoc analyses and provide staff papers and drafts to the SHAPE CG.

Special Requirements and Additional Duties
The incumbent may be required to perform like duties elsewhere within the organisation as directed.

The incumbent is required to undertake operation deployments and/or TDY assignments both within and without NATO's boundaries.

The work is normally performed in a Normal NATO office-working environment.

Essential Qualifications

a. Professional/Experience

  • Minimum 3 years of experience in the development of information management and archival policies and their implementation.
  • Minimum 3 years of experience as an information manager, records manager, or archivist.
  • Demonstrable experience in a supervisory role with primary responsibility in the life cycle management of electronic and hardcopy records.
  • Good knowledge and understanding of law, rules and regulations regarding archival practices for appraising records and determining requirements for longterm preservation.
  • Good knowledge and understanding of law, rules and regulations in the preparation of detailed series descriptions, developing disposition schedules and determining physical storage requirements for all types of records, including sensitive media.

b. Education/Training


University Degree in library, information science, management information systems, computer science or related discipline and 2 years post related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.


c. Language
