Skills, knowledge, experience required:


  • A university degree in Computer Science, or related discipline, or equivalent experience to a Master's degree;
  • Former experience in NCIA, thorough knowledge of NCIA project management processes, and conversant with NATO Policy and procurement procedures (asset);
  • Experience as a project manager in CIS projects (3 years) or experience as a project team leader (3 years);
  • Deployable to operational theatres on short notice, for a limited period of time

Note:
NCIA will take care of pre-deployment trainings if needed;

  • Experience in:
  • Managing, planning, design, system engineering and implementation of military or other communication and information systems;
  • Working in an international environment, comprising both military and civilian staff;
  • Thorough knowledge and experience with Microsoft Project or Service Now;
  • Knowledge and experience in stateoftheart technologies, relevant to the work;
  • Proven ability to communicate effectively orally and in writing with good briefing skills, in English;
  • A formal qualification in project management and management techniques (Prince2, Scrum, PMP);
  • Ability to:
  • Operate under time pressure and autonomously, and able to multitask continuously;
  • Independently produce project documentation in English, including price proposals and Statements of Work;
  • Interact with internal and external stakeholders (including customers);
  • Learn new procedures and terminology quickly;
  • English level 4343 (see STANAG 6001).

Desirable:


  • Familiarity with Agile Product Creation Process (e.g. Scrum).

Duties/role:


  • Executing:
  • Projects or individual work packages assigned by NISC (Service Design and Service Transition activities) in close cooperation with the relevant service area (and SAO) when applicable according to schedule, budget and quality requirements; from startup to closure;
  • Capture of the user requirements, the development of solicitation documentation (RFQ, IFB) in coordination with other relevant departments, the execution of the solicitation/competition phase in coordination with ACQ, the execution of the project, and finally the Service Transition into operations;
  • Producing high quality deliverables including price proposals and Statements of Work;
  • Interacting with internal and external stakeholders, including Contractors and NATO organizations;
  • Followingup project execution: documentation review, testing, delivery etc.;
  • Acting as team member for large projects; in particular to support the project manager for any relevant duties;
  • Being ready to act independently either as Test, Migration, Requirements, or Implementation Manager;
  • Supporting project manager and other project team members as required;
  • Travelling to other NATO locations, including operational theatre;
  • Adhering to NCIA guidance and directives, and more generally NATO Standards;
  • Performing other duties as may be required.
