Skills, knowledge, experience required:

A senior profile matching the level of a technical manager in the area of ICT and C3 capabilities;
A Master's degree at a nationally recognised/certified University in Engineering, Computer Science, Data Science or a related discipline with 5 years of postrelated experience;
Experience in the management of programmes and portfolios, including the development of programmatic dashboards and reports to different audiences;
Experience and knowledge in the following areas:
Planning, coordination and execution in the conduction of research and development projects and/or programmes in the areas of ICT and of Communications, Computer, Command and Control, Intelligence, Surveillance and Reconnaissance (C4ISR) systems and services;
Development of programme and project management artefacts, including dashboards, plans, status reports, briefs, etc.;
Briefing senior technical and nontechnical stakeholders;
Recognized track record in assessing risk and negotiating with stakeholders, including understanding their needs, problems and requests, and proposing constructive ways ahead;
Multidisciplinary background across the full range of ICT capabilities (e.g. Cyber Defence, Asset, Configuration, Patching and Vulnerability (ACPV), Enterprise Architecture, Information and Knowledge Management);
Proven ability to communicate effectively in English both in writing and orally with excellent briefing skills to different types of audiences, including authoring highquality reports and providing briefings to senior stakeholders.

Duties/role:

Leading the OCIO Portfolio Manager function with special focus on technical aspects;
Defining the yearly OCIO Portfolio, consisting of projects/programmes in the areas of Technical Coherence (ICT Architectures, Digital Workplace), Digital Transformation and Cyber Defence;
Aligning the OCIO Portfolio projects and programmes to drive coherence across the NATO Information Enterprise through the identification of touchpoints between the programmatic and technical elements;
Reporting on the status of the portfolio outputs and outcomes through dashboards;
Collaborating with other organizational elements of the NCIA in the Portfolio management activities;
Engaging with other NATO Stakeholders (e.g. NHQC3S, ACT, ACO) and nations on NATO innovation and associated activities, as well as derisking the implementation of NATO ICT services and C3 capabilities and facilitating their evolution;
Linking portfolio projects with technology and capability roadmaps and NATO initiatives;
Organizing and engage in technical discussions with sponsors, project managers and technical leads of the OCIO Portfolio projects, conduct assessments, and prepare briefs;
Providing technical coordination to individual projects as required;
Identifying risks and needs for portfolio projects/activities and proactively engaging with senior internal and external stakeholders accordingly;
Contributing to the development of the NCIA Technology Strategy and Implementation plan;
Preparing and delivering presentations for Senior Boards.
