Whom we are supporting


The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners.

The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

  • Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
  • Command and

Control Systems:
The NCIA develops and maintains the systems that NATO's military commanders use to plan and execute operations.

  • Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
  • Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
Overall, the NCIA is critical in ensuring the security and effectiveness of NATO's communication and information technology capabilities.


The program

Assistance and Advisory Service (AAS)
The NATO Communications and Information Agency (NCI Agency) is NATO's principal C3 capability deliverer and CIS service provider.

It provides, maintains, and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV and, when required, stand together in the face of attack under Article V.


To provide these critical services in the modern, evolving, dynamic environment, the NCI Agency must build and maintain a high-performance-engaged workforce.

The NCI Agency workforce strategically consists of three major categories:
NATO International Civilians (NIC)s, Military (Mil), and Interim Workforce Consultants (IWC)s.

The IWCs are a critical part of the overall NCI Agency workforce and comprise approximately 15 percent of the workforce.


Duties and Role

  • The role holder is responsible for the high quality output and implementation of detailed technical plans, ensuring that technical changes are delivered within time and cost budgets and align with the strategy for IT

Accountabilities:


  • Accountable for the effective delivery of IT infrastructure, to underpin our business and technical services, ensuring that all built services align with the strategy for IT and meet the agreed acceptance criteria
  • Accountable for accurately quoting and detailed forecasting of the true costs of the deliverables, both in terms of initial Capex, and ongoing Opex, including licensing, lifecycle and 3rd party costs, ensuring that effective crosscharging is implemented and validated.
  • Accountable for translating technical designs into appropriate work packages and effectively managing the delivery of those work packages, in accordance with NCIA policies, standards and processes, leveraging the most appropriate delivery methodology and resources.
  • Accountable for ensuring new and amended services are accepted into BAU support via the agreed Service Transition processes.
  • Managing technical risk across complex multiprogramme delivery to enable timeframes to be met and ensuring technical teams work collaboratively to plan and mitigate the risk of conflicts with data, technology or environments
  • Accountable for tracking progress of deliverables and reporting defined metrics to the Service Manager and Business Area owner within agreed timescales, investments and requirements
  • Accountable for tracking and reporting on infrastructure delivered, amended or decommissioned.
  • Accountable for forecasting the anticipated technical support requirement variants related to infrastructure delivery changes.
  • Accountable for escalating any constraints or issues, with associated recommendations to the Service Manager and Business Area owner for guidance

People Management:


  • Matrix Manage a diverse group of engineers, service management staff for delivering outputs

Key Interfaces:


  • PMO; for engagement (inc quoting and finance) and collaboration for projectled deliverables;
  • Infrastructure Managers/Engineers; for collaboration on internal initiatives and coordination of technical resources;
  • Service Managers; for collaboration on Service Transition activities, procurement and financial information;
  • Architecture to ensure that the development and implementation of services have been built in alignment with design principles and technical design collateral;

Requirements:


Knowledge:


  • In depth knowledge of the latest and emerging technologies likely to be employed in designing and delivering Enterprise Wide quality solutions in the chosen platform.
  • Knowledge of project and programme disciplines such as PRINCE2, Agil
