In this exciting context, we are looking for a SOC-Technical Service Delivery Manager to work from the European Space Security and Education Centre of ESA (ESEC) in Redu, Belgium.


As Technical Service Delivery Manager, you will play a pivotal role in ensuring the effectiveness and efficiency of the SOC.


Tasks and Activities:

The Service Delivery Manager directly works with the SOC Manager from ESA as the principal point of contact from RHEA and take responsibility for Service Delivery related management and tasks including:

  • Providing senior guidance to the technical teams on the delivery of complex system engineering projects with strong security aspects.
  • Ensure coordination with the main project actors (ESA team), Tenants and Operations teams across multiple sites with multiple actors.
  • Setup an operational level agreement (OLA) for the purpose of third line support between the developer and operator(s). This defines the principles of how to manage and address second
- and third-line support and at which point when there is an open point to escalate to the ESA technical officers.

  • Identify, rectify, followup and closeout all issues or underperformance related to Service Delivery.
  • Define and propose review procedures, which shall be agreed with ESA.
  • Prioritise and allocate functions, services, and tenancies.
  • Report to the RHEA Deputy Project Manager (DPM) weekly, monthly, quarterly and annually for the service aspects of the C-SOC delivery.
  • Ensure the Operations support the services, tenants, contributes to onboarding, outreach and participation in related project activities (such as contribution to design, operations, lessons learned activities).
  • The Service Delivery Manager may need to support the Tier 2 engineers.
  • Ensure coordination between the RHEA assigned C-SOC Operations team and the main Tenants and Operations teams across multiple sites with multiple actors.
  • Monitor, control, and report the level of Operations Delivery related to operational level agreement (OLA).

Skills and Experience:


The following skills and experience are mandatory:

  • Advanced degree in Cybersecurity, Information Technology, or a related field.
  • Proven experience in managing and coordinating activities within a SOC.
  • Indepth knowledge in cybersecurity operations and incident response.
  • Leadership skills proven ability to lead and coordinate diverse teams effectively.
  • Excellent communication skills to interface with top management, stakeholders, etc.
  • Crisis management ability to manage and lead in crisis situations, ensuring a swift and effective response.
  • Technical proficiency familiarity with the latest technologies and tools relevant to cybersecurity operations.
  • Eligible to undergo the ESA and EU secret security clearance procedure.
  • Fluent in English, both written and spoken.
The following skills and experience would be highly desirable:

  • Experience, or a proven knowledge of Tier 2 activities.
  • Relevant industry certifications such as Certified Information Systems Security Professional (CISSP).
