The Client, in partnership with other Commission services and stakeholders, provides high quality corporate solutions/information systems for the Research and Innovation Family, enabling the successful implementation of the Commission's Digital Transformation and EU policies.

In close collaboration with other Commission services and its customers, the Client builds and operates solutions in the areas of grants, experts and procurement management.

The "Infrastructure and architecture operations team" supports the IT department in the development of I.T. systems for Grant Management (eGrants) and the "Compass Corporate" workflow engine. The team manages the infrastructure and operations for both of these families of I.T. systems.

This team needs the services of an Enterprise Architect with proven experience in architecture of software, design and implementation of complex IT solutions.

The type of tasks included in the service will concentrate on supporting the Commission staff in the architecture and construction of the Grant management and Compass Corporate systems.

The assignment may change over time, according to the portfolio/project/service needs.


DESCRIPTION OF THE TASKS

The following tasks will be performed:

  • Create business architecture models that reflect the organization's strategies and goals
  • Integrate the project and program strategies and ensure alignment with business strategies and drivers, and management priorities
  • Identify ways to reduce costs in IT and business leadership
  • Evaluate systems for discrepancies or vulnerabilities
  • Conduct research to find ways to improve operations
  • Provide business architecture and systems processing guidance
  • Create and implement a business vision and multiyear plan
  • Review of the architecture of existing systems
  • Analysis of the integration of different information systems
  • Analysis, design and implementations of services and composites in SOA context (BPMN, BPEL, SCA)
  • Production of use case models, software architecture documents, design and analysis models, implementation models
  • Coordination of the implementation of the technical architecture
  • Provision of expert advice in the context of the configuration management of infrastructure and operations
  • Documentation of the technical implementations
  • Evaluate and test technical components delivered by other teams to ensure that they conform to requirements and methodology
  • Interaction with the business analysts, customer, users, project leaders and the developers

LEVEL OF EDUCATION


The minimum educational qualification corresponds to Level 7 of the European Qualification Framework which typically corresponds to a
master's degree of 5 years.

Where the minimum number of years of education is not fulfilled, 2 years of relevant professional experience will be considered as equivalent for 1 year of study.


KNOWLEDGE AND SKILLS
The following skills and knowledge are required for the performance of the above listed tasks:

  • Knowledge of enterprise architecture principles to ensure that IT systems are aligned with ongoing business strategies and standards
  • Knowledge of enterprise architecture notations such as BPMN
  • Ability to combine many different skills and experiences to address and solve business, information, and technology related opportunities and problems
  • Extensive experience with enterprise architecture best practices and goals
  • Excellent leadership and conciliation skills

  • Group session facilitation
  • Promotion skills ("selling" the results of architectural approaches through presentations)
  • Analysis and design
  • Modelling and graphical representations and abstractions
  • Experienced with Oracle middleware products (SOA Suite)
  • Experienced with standards/APIs: XSD, SOAP, JAX-WS, JAXB (possibly also JAX-RPC)
  • Good experience with JEE 6 environment and standards, EJB3, jQuery, Angular 2+
  • Capability of integration in an international/multicultural environment, rapid selfstarting capability, and experience in working in a team;
  • Ability to participate in multilingual meetings
  • Ability to work in multicultural environment, on multiple large projects
  • Excellent Team Player
  • Ability to understand, speak and write English C1, French B1+ will be an advantage

SPECIFIC EXPERTISE
The following specific expertise is mandatory for the performance of tasks:

  • at least 5 years of specific expertise in Oracle WebLogic Server (min. competence level 5)
- at least 5 years of specific expertise in Java /J2EE (min. competence level 5)
- at least 5 years of specific expertise in Grant Management Systems (min. competence level 5)
