Scope of the services to be provided


The main objectives of the Processes, Data, Customer relationship and planning Unit are to provide analytical and business project management support and Business Process Models (BPMs) to clarify the practical and operational aspects of customs legislation and policies in the context of the EU Single Window environment for customs initiative.

This request stems from the need for the electronic customs project management sector of Unit B1 to cater for the business analysis and project management of electronic customs systems.

The sector is in charge of the eCustoms Multiannual Strategic Planning (MASP-C), the EU Single Window Environment for Customs for cross-border movement of goods and handles electronic customs project management on new trans-european e-licensing initiatives.

002 is requesting IT Project Management services (from 1 FTE at IT Project Manager Category C Level 4) to provide advice, guidance, consultancy and assistance to the responsible official(s) in regard to:


  • Customs Business Analysis and Project Management of one or more electronic customs projects, in particular in the area elicensing systems;
  • Management of the project plan and all the project management procedures;
  • Ensure business to IT alignment; support with business expertise the IT development and testing activities; support testing activities with business expertise. These tasks are to be performed horizontally for the domains related to elicensing system(s), in particular for the proofs of origin and drug precursors domains;
  • Specialisation in business process management and inception and elaboration activities for the business domains related to customs (e.g. Single Window).

More specifically the service requires to:

  • Manage and follow up a (set of) project(s) in some or all its (their) life cycle phases (inception, elaboration, construction and transition); during the inception and elaborations phases of the plan, to manage and follow up some or all activities:
  • Gather the business, functional and nonfunctional requirements for the elicensing system(s) covering in particular PROOFS OF ORIGIN1 and DRUG PRECURSORS2 domains and its' integration with EU CSW-CERTEX. The elicensing system(s) will be built keeping in mind the experience of the Trade Control and Expert System (TRACES NT3).
  • Support to the preparation of the Business Case for elicensing systems in close cooperation with the competent TAXUD policy unit and the competent IT units;
  • Provide analysis of the business flows and support the discussions during the legislative work on elicensing system(s);
  • Coordinate actions, projects, meetings, services with various stakeholders: TAXUD business and IT teams, change advisory boards, steering committees, contractors' teams, other DGs, Member States, etc.;
  • Followup of the project plan and enforce the quality delivery on schedule;
  • Project and technical supervision of the contractors' project team in relation to the tasks assigned;
  • Contribute to the creation and update of the MASP-C (multiannual strategic plan for customs) Project Fiches for the electronic customs systems supported;
  • Keep the head of sector and team leader fully informed of the projects progress and situation;
  • Close coordination with all other sectors in the unit;
  • Analyse project related risks;
  • Report on the project status (tasks progress, plan, actions, risks, issues, decisions, changes, etc.) within DG TAXUD and to Member States and Trade;
  • Prepare or review presentations on overall project status for different stakeholders;
  • Report on the meetings with the Member States, Trade and other TAXUD units or DGs e.g. on relevant electronic customs systems workshops; etc.;
  • Escalate issues, in particular the ones with potential impacts on the overall EU SW implementation, time or resources;
  • Manage and support the activities of the development contractor for the creation of EU Customs BPMs at different level of detail as per agreed BPM methodology for the relevant electronic customs systems;
  • Set up and enforce the respect of organisation, procedures and project office tasks, raising warnings in case of nonrespect of these;
  • Enforce the delivery of the project(s) according to the agreed schedule, with the expected quality and with the resources provided;
  • Understand the business aspects of the project, including the risks and the success factors. Work with the help of legal/solution architects/IT analysts only on complex matters;
  • Produce and/or review documents; Structure the information in ways that are appropriate to the target audience;
  • Provide suggestions for service or methodology improvements;
  • Participate and contribute in meetings with DG TAXUD, contractors, Member States and/or other partners;
  • Contribute to the organisation of review cycles and to the consolidation and drafting of the information dispatched to Member States and Trade;
