NATO CIS Group is looking for a Staff Officer (Policy and Requirements) to develop the NATO CIS Group internal strategic framework and guidance.

If you have a minimum of 4 years' experience in the development and implementation of strategic CIS policy and procedures, this post is for you.

**GENERAL BACKGROUND: The NATO CIS Group conducts CIS operational planning and provides deployed/deployable CIS services and support in support of NATO military operations and exercises. The NATO CIS Group is located at the Supreme Headquarters Allied Powers Europe (SHAPE) the Headquarters of Allied Command Operations (ACO), one of the two major military commands of the North Atlantic Treaty Organisation (NATO).

Post Context


The J-5 Division is responsible for the development of NCISG overall internal Concepts and Policies, the J5 Division will support DCIS Capabilities developments and will lead NCISG activities regarding Implementation and Improvement of delivered DCIS capabilities.


The Concepts and Policy Development Branch is responsible for leading the development of NCISG overarching Concepts and Policies and for contributing to concept, requirement and policy developments of ACO.

The Policy and Requirements Section is responsible for the development of NCISG internal Policy and Requirements analysis.


The incumbent develops the NATO CIS Group internal strategic framework and guidance, to include the liaison between NATO CIS Group and ACO, ACT, C&I Agency and host nations in Policy and Requirements planning issues.


Reporting Lines
This post reports to OCG PPPX Section Head (Policy and Requirements), OF-3.

There are no reporting responsibilities.

Principal Duties

The incumbent's duties are:

  • Analyse and execute the direction from the Branch Head and the section Head.
  • Analyse and execute the direction from the Branch Head and the Section Head.
  • Initiate and supervise analysis, strategic outlook and trendforecasting activities and develop reports, advice and agreed NATO CIS Group position as input to NATO to contribute to the development of policy and guidance issues.
  • Contribute in the development of the NATO CIS Group internal strategic framework and guidance, to include the liaison between NATO CIS Group and ACO, ACT, C&I Agency and host nations in Policy and Requirements issues.
  • Identify, assess and contribute to changes in NATO Policy with significance to NATO CIS group, and leads the development of necessary adaptations to policy and processes, including their documentation and publication.
  • Develop guidelines for delineation of responsibilities between NATO CIS Group and C&I Agency for NRFand ISAFtype operations and OUPtype operations.
  • Support the continuously review and adjustment of (DCIS) requirements to adapt to changing circumstances, organizational priorities and to introduce tailored best practice.
  • Identify, through the planning process, business areas or processes that require remedial attention or seniorlevel action.
  • Develop guidelines for operational planning and related concepts and directives.
  • Contribute in the development of NATO CIS Group CONOPS and Operating Instructions.
  • Liaise with NATO HQ, C&I Agency, SCs, host nations, etc. in policy issues.
  • Contribute to the provision to ACO of a highlevel longterm common operational picture, including NATO CIS group capabilities, highlevel user requirements and C&I agency service provision.
  • Coordinate the translation of all related user requirement into a highlevel communications and information systems architecture (NATO CIS Overarching Architecture).
  • Develop options and proposals of the appropriate representation to external committees and working groups concerning policy issues.
  • Contribute in maintaining close and coordinated operating ties with the Branch Head (Capability Development and Implementation and Improvement Branch) to ensure a harmonized effort and synchronized effect between J5 activities.

Special Requirements and Additional Duties
The incumbent may be required to perform like duties elsewhere within the organisation as directed.

The incumbent is required to undertake operation deployments and/or TDY assignments both within and without NATO's boundaries.

The work is normally performed in a Normal NATO office working environment.

Normal Working Conditions apply.

Essential Qualifications

a. Professional/Experience

  • A minimum of 4 years' experience in the development and/or implementation of strategic CIS policy and/or procedures for a complete organization.
  • Previous experience in the development of reports and/or recommendations regarding the CIS functional structure or CIS operational rhythm of a complete organization.
