NATO CIS Group is looking for Staff Officer (Static Infrastructure) to serve as the primary staff officer for Static CIS capabilities, experienced with coordinating staff work in a NATO or national CIS organization with a background in operations or resources or logistics support of CIS including at least 4 years pertinent and practical experience.

**GENERAL BACKGROUND: The NATO CIS Group conducts CIS operational planning and provides deployed/deployable CIS services and support in support of NATO military operations and exercises. The NATO CIS Group is located at the Supreme Headquarters Allied Powers Europe (SHAPE) the Headquarters of Allied Command Operations (ACO), one of the two major military commands of the North Atlantic Treaty Organisation (NATO).

Post Context


The J-5 Division is responsible for the development of NCISG overall internal Concepts and Policies, the J5 Division will support DCIS Capabilities developments and will lead NCISG activities regarding Implementation and Improvement of delivered DCIS capabilities.


The Capabilities Development/Implementation and Improvements Branch is responsible for the improvement of the DCIS Structure and for direct coordination with ACO, ACT, NCIA, NSPA, NATO HQ IS and IMS, and Host Nations on the development and implementation of Capabilities related to DCIS.


The Implementation and Improvements Section is responsible for the Implementation of new DCIS and ensuring the continuous improvement of the DCIS Capabilities of the NCISG.

The incumbent serves as the primary staff officer for Static CIS capabilities.


Reporting Lines

This post reports to:
OCG PIIX Section Head (Implementation and Improvements), OF-3.

Principal Duties

The incumbent's duties are:

  • Analyze and execute the direction from the Section Head.
  • Monitor NSIP Projects against plans and requirements during C3 Capability lifecycle, coordinating with stakeholders (ACO, ACT, NCI Agency, NSPA, etc.) providing reports, briefings, position papers and presentations to senior management during all phases of the project development and implementation.
  • Develop and assess the requirements to be incorporated into the MTRP and Budget Submissions.
  • Verify and certify the services provided by NCIA in support of Static CIS capabilities.
  • Assist with CIS services resources planning, including the continuous prioritization with NCI Agency on the activities to be executed to ensure the availability and readiness of the DCIS Capability.
  • Provide input for future Static CIS budget and SLA development.
  • Provide direct support to the Operational Planning Branches to ensure the timely delivery of DCIS capabilities to meet operational requirements.
  • Provide input with respect to development, review and amendment of NCISG formal agreements, Service Level Agreements, Directives, Standard Operating Procedures and Operating Standard Instructions.
  • Assist in the provision of continuous analysis on NCISG CIS capability status & project execution relevant matters, with emphasis on the Static.
  • Comment and coordinate advice on new DCIS related Capability Development projects.
  • Assist in the coordination of all the activities (test, security, training, logistics, etc.) required to implement new Capabilities within NCISG.
  • Assist with the analysis, design, implementation and monitoring of procedures and business processes to optimize the management and availability of DCIS Capabilities.
  • Assist with the timely recommendations for the improvement or replacement of existing NCISG CIS systems or components, or appropriate mitigation plans, as necessary.
  • Assist with the representation of NCISG position on topics related to senior policies, capability development and project execution support and implementation in Working Groups, NCISG Conferences, Bi-SC Deployable Forces Working Group, etc.
  • Contribute to the financial and operational definition of the new CIS requirements, focusing on Static, through collection of lessonslearnt and operational requirements identified in support to the NATO Command Structure.
  • Monitor the financial and operational implications of enhancements and rationalization of NATO CIS Group assigned DCIS and Static CIS.
  • Assist Peacetime Basing Infrastructure and DCIS Analysts and staff officers in the performance of their duties based on differences in workload and ongoing activities within the I&I section.
  • Coordinate and resolve operational and logistics NSB's related issues for the Branch.

Special Requirements and Additional Duties


The incumbent coordinates and control the execution of associated tasks performed by NCISG HQ staff and NSBs on a daily basis.
