Eureka is the world's biggest public network for international cooperation in R&D and innovation.

Since 1985, national and regional ministries and funding agencies in our network have supported the R&D of over 7,000 ground-breaking commercialised innovations that have positively impacted economic growth and industry competitiveness.

With several programmes, our network funds international R&D projects for civilian purpose between SMEs, large companies, universities and research organisations.


The Brussels-based Eureka Secretariat supports the network's strategic objectives, manages Eureka's programme operations, develops and maintains IT platforms, stores data and promotes Eureka to a wide range of stakeholders and beneficiaries.

To support our mission of giving businesses a competitive edge through innovation, the Eureka Secretariat, based in Brussels (Etterbeek), is looking for a full time
:Programme Development Leader


As part of a small, international and dedicated team, you will have a key role in the strategic implementation of the European Partnership on Innovative SMEs.

This is a one billion euro funding programme supported by 37 countries and co-funded by the European Commission that supports innovative SMEs collaborating on international R&D projects to realise their ambitions to bring new products, processes and services to the market.


It includes two of our biggest funding programmes:
Eurostars and Innowwide.


The Eureka Secretariat is the coordinator of a consortium of 37 Eureka countries that form the co-funded European Partnership on Innovative SMEs.

You will have a key role in the Eureka Secretariat's portion of the work, developing and delivering material to be submitted to the European Commission and the responsible executive agency on future work programmes, new contracts and plans for new initiatives or activities that meet policy, strategic, operational, budgetary and regulatory needs.

You will be working in a small team responsible for strategy, business development and data, and in close cooperation and dialogue with representatives from Eureka countries.


More broadly, you will have the opportunity to contribute to the organisation's different activities/domains, including strategic, operational, IT and marketing activities, identifying areas for improvement in Eureka's current programmes (especially Eurostars and Innowwide) and supporting the different teams in delivering these improvements.


Duties and responsibilities

  • Developing, in close cooperation with the consortium, material for the European Partnership on Innovative SMEs; future work programmes, contracts or business requirements. Acting as a primary contact point towards the European Innovation Council and SMEs Executive Agency (EISMEA) on these matters.
  • Coordinating stakeholder inputs, preparing agendas, organising and managing meetings, drafting minutes, monitoring the implementation of action points and preparing deliverables as necessary.
  • Developing new programmes and tools that bring added value to Eureka, in close cooperation with other departments of the Eureka Secretariat and representatives from Eureka countries.
  • Maintaining indepth knowledge of EU policy on R&D and innovation. Drafting internal briefings and summary reports. Devising and initiating plans or actions to ensure and increase Eureka's relevance and significance.
  • Contributing to the drafting and validation of policies and procedures across the organisation's different activities/domains and its projects, including strategic, operational, IT and marketing activities.

Experience and education

  • A level of higher education that corresponds to completed university studies attested by a diploma (Master's degree) in a relevant field.
  • Relevant professional experience of at least five years.
  • Ideally, experience with developing, coordinating or managing public funding programmes, preferably in the domain of national or EU R&D and innovation activities, through national support schemes or under Horizon 2020 or Horizon Europe.
  • Familiarity with Horizon Europe's regulatory and operational framework, particularly on European Partnerships.
  • Experience of public policy creation, implementation and review.
  • An exceptional communicator and writer (in English) able to present and write in multiple styles for different audiences: policy and strategic thinkers, decision makers or technical experts.
  • Experience working in successful multipartner collaboration projects.
  • Demonstrable understanding of project planning and management cycles.

  • A positive, flexible and highly motivated teamplayer, with the ability to work independently, manage deadlines and focus on results.
  • An ability to produce and present analysis of both qualitative and quantitative data.
  • An exceptional administrator, well organised and able to manage multiple tasks simultaneously.
