Agora Energiewende:

An important part of the fight against climate change is the imperative to transition to climate-neutral industrial production.

Globally, manufacturing activities contribute around 27% of the world's annual greenhouse gas emissions, of which around three quarters comes from energy-intensive industries, such as steel, cement, chemicals, ceramics, glass, pulp and paper, etc.


With the launch of the "European Green Deal" in 2020, the EU began to put in place a major package of new legislation to kick-start the transition to climate-neutral and circular industrial production.

Nevertheless, much remains to be done. The next European legislative period, starting in 2024, will be a crucial moment to strengthen this policy framework.


As an independent, climate policy think tank, Agora has been pursuing the goal of achieving a climate-neutral economy since 2012.

With around 150 employees at four locations worldwide, including offices in Brussels, Berlin, Bangkok and Beijing, we combine research, dialogue and public relations in our daily work to support policy makers and stakeholders with the task of governing the transition.

In doing so, we work closely with partners in numerous countries and we act independently and free of economic or party-political interests.

To support our European work and as part of our climate-neutral industry programme we are seeking a


Project Manager, Industrial climate and circularity policy, Europe (f/m/d)
Brussels-based with some travel to other European capitals, full-time


They would work on policy development to shift EU industry from natural gas to electricity for the production of industrial heat and improving European biomass strategy to prioritise it to no regrets uses.

Additional work topics could include EU CCS policy, Carbon Removals markets, circular economy, and innovation funding instruments for low carbon and circular breakthrough technologies.


Your responsibilities include:


  • Conducting and managing research projects on industrial transformation in Europe;
  • Analysing European legislation relating to various aspects of the industry transformation identifying weaknesses or gaps;
  • Analysing the effectiveness of European member states' policies in driving investments in climate neutral production, material circularity and material efficiency;
  • Preparing policy recommendations on European industrial decarbonisation policy, especially for circular economy policy, heat electrification and technology value chains;
  • Identifying and communicating international and European bestpractices, as well as expertise and research results from Agora's work in the field of industrial transformation to policy makers in Brussels or other European capitals;
  • Working with Agora's civil society partners, industrial companies and associations, and advising decisionmakers on key policies;
  • Managing multiteam projects working with Agora's think tank partners in EU member states;
  • Communicating results and insights from Agora's work, as well as knowledge about industry transition policies, regulations and technoeconomic developments to various audiences;
  • Working with Agora's team to ensure the smooth running of daily work and forward planning, including with team members working from Berlin, Beijing and Bangkok.

We are looking for:


  • A person with a strong desire to actively shape the global clean energy and industry transitions;
  • At least a Master's degree in economics, politics, or engineering;
  • At least 4 years of relevant work experience with industry and/or European policy topics.
