1. SUMMARY

  • The mission of the NATO Science & Technology Organization (STO) is to help position the Nations and NATO's S&T investments as a strategic enabler of the knowledge and technical advantage for the defence and security posture of NATO and Partner Nations.
  • The Office of the Chief Scientist (OCS) is chartered to provide executive and administrative support to the Chief Scientist in fulfilling his/her roles as the Chair of the STB and the senior scientific advisor at NATO Headquarters.
  • The Strategy & Policy Branch (GSX) provides the primary support to the Chief Scientist in the roles of Chair of the NATO Science & Technology Board (STB) and Head of the OCS. The branch drafts and develops the STB guidance for the STO and the NATO S&T community, and oversees its implementation. Furthermore, SPO promotes STO partnerships, performs outreach to NATO S&T stakeholders, and prepares strategic messages for the Chief Scientist at STO corporate level.
  • The Officer, Strategy Implementation provides support to the Chief Scientist in his/her role of STB Chair
  • OTHER DUTIES
  • Deputizing for the Branch Head Strategy & Policy.
  • Performing other related functions, as directed by the Chief Scientist.
  • The functions involve irregular working hours and frequent travel abroad, including on weekends.

QUALIFICATIONS AND EXPERIENCE / ESSENTIAL QUALIFICATIONS:


ESSENTIAL

  • The incumbent must:
  • hold a University degree from an institute of recognised standing or an equivalent qualification from a defence/military institution, for example in a scientific, technical, engineering or mathematical discipline, or relevant field;
- have broad and in depth knowledge of research and development organisations.
- have broad and in depth knowledge of strategic planning concepts and methods.
- havea and in depth knowledge of programmes and activities within NATO member states' S&T communities.
- have a broad operational knowledge of military technology.
- have a significant previous experience, of working in a Strategy Setting environment at different management levels.
- have 3-year experience in working in an international environment having demonstrated the capability of working in a multinational and multicultural environment. This pertains in particular to NATO or comparable organizations.
- have a practical experience in the conduct of international relations and demonstrated ability to work effectively in an international environment with scientific and military personnel at all levels.
- possess the following minimum levels of NATO's official languages (English/French): V ("Advanced") in one; I ("Beginner") in the other; The work in the STO is mainly conducted in the English language.
DESIRABLE- practical management experience in planning, programming and budgeting;
- proven skills in leadership, conflict resolution, negotiating, chairing meetings, authorship of clear and concise documents, and giving effective presentations.
- a state or university post-graduate degree in a scientific, technical, engineering or mathematical discipline of interest to defence and/or security;
- a higher level (II or above) of French and/or knowledge of other NATO Nations' language(s).
3. MAIN ACCOUNTABILITIES

  • In coordination with and support of the Head, Strategy & Policy, the incumbent is responsible for:
a.

Leading the staff support for all STB-sponsored S&T strategic initiatives, in particular:


  • Maintaining, for the STB Chair, a strategic overview of ongoing initiatives, STB member engagements, and upcoming deliverables;
  • Drafting, for the STB Senior Mentors, progress reports for delivery to the STB;
  • Developing proposals for future initiatives, or projects within existing initiatives;
  • Drafting documents for STB decision on launching new initiatives or projects, and for closing existing initiatives, in direct support to the STB Chair and respective STB Senior Mentors.
b. Contributing to developing, updating and implementing the NATO S&T Strategy and the NATO S&T Priorities

c. Contributing to developing, updating and implementing S&T policies across the NATO S&T community as well as within the STO;
d.

Ensuring operational functionality of NATO S&T Programmes Database by:


  • Soliciting periodic data updates;
  • Initiating IT support and maintenance as required;
  • Consulting with database users on additional functionalities to be implemented.
e. Actively participating in fostering knowledge exchange on S&T matters with the Nations and brokering NATO S&T results to NATO and the Nations by attending committees and other meetings as appropriate and necessary;
f. Contributing to the development of the annual STB report to the North Atlantic Council;
g. Assisting in developing and maintaining STO Policies and Directives;
h.

Assisting in developing direction and guidance for the operations of the STO Executive Bodies in compliance with the NATO corporate governance principles and policies.
