This is a position within the NATO Communications and Information Agency (NCIA), an organization of the North Atlantic Treaty Organization (NATO).


The NCIA has been established with a view to meeting to the best advantage the collective requirements of some or all NATO nations in the fields of capability delivery and service provision related to Consultation, Command & Control as well as Communications, Information and Cyber Defence functions, thereby also facilitating the integration of Intelligence, Surveillance, Reconnaissance, Target Acquisition functions and their associated information exchange.


The Chief Operating Office (COO) is accountable for aligning demand and supply to create customer value, by leading business planning, prioritizing incoming requests, leading through-life cycle business development, overseeing resource allocation to projects and services, directing data-driven performance improvements, keeping the Agency Portfolio, Programme, Project and Services Management (P3SM) Framework updated and ensuring compliance, supporting full life-cycle support for Service Delivery and continual improvement, supervising compliance with Agency processes, and promoting a collaborative environment for effective and efficient business operations.


As part of the Customer Relationship Management section in COO, the Liaison Officer represents NCI Agency interests within the NATO HQ, focusing on engagement with Senior Policy and Resource Committees and Boards, national delegations and International Staff.

The Liaison Officer performs four functions on behalf of the NCI Agency:

representation of the Agency in various Boards and Committees, coordination of resource and policy requests and follow-up action tracking, reporting of items of interest and decisions that impact the NCI Agency and maintaining relationships within various stakeholders in NATO HQ.


Duties:

Under the direction of COO and the Head, Customer Relationship Management (CRM) section, the incumbent will perform duties such as the following:

  • Support the Head CRM in monitoring and representing as appropriate NCI Agency interests in Senior Policy, Governance and Resource Committees and Boards, with particular focus on the Investment Committee;
  • Be accountable for the communication and for the internal Agency coordination of the deliverables to the NATO Committee and Boards;
  • Represent the Agency on official NATO Committee and Board meetings;
  • Prepare Agency executives for engagement opportunities within NATO HQ, including development of position papers, speaking notes and formal briefings;
  • Advise the Agency General Manager and all the Executives on all Committee and Board matters;
  • Collect and analyse written and oral reports on items of interest to the NCI Agency;
  • Foster close working relationships with multiple stakeholders, including national representatives, Strategic Commands and International Staff elements;
  • Develop, coordinate and publish statements and presentations representing Agency positions and views on topics relevant to senior policies and project execution support;
  • Deputize for higher grade staff, if required;
  • Performs other duties as may be required.

Experience and Education:


  • A Master's degree at a nationally recognised/certified University in a related discipline and 5 years postrelated experience. Or a Bachelor's degree with 8 years post related experience.
  • At least 3 years' relevant experience in representing his/her organization in formal meetings, preparing his/her senior management for these meetings based on the understanding of the stakeholders' expectations.
  • A recognized programme/project management training and experience in programme/project management of major communication and/or command and control/management information system for a large organization. The lack of formal programme/project qualification can be compensated by the demonstration of expertise in the domain.
  • Knowledge of the NATO Security Investment Programme (NSIP) and related processes and procedures across the Enterprise.
  • Experience in providing relevant reports, analysis and advice to staff and management.
  • Demonstrated ability to cooperate and coordinate with multiple stakeholders internally and externally facilitating consensus.
  • Proven record in building and leading virtual teams.
  • Proven record of good written and oral skills, including providing synthetic briefings of complex issues to a wide audience.
  • Ability to impact and influence using appropriate methods to persuade, directly and indirectly affect outcomes or influence complex strategies. Demonstrate initiative in order to create opportunities and to overcome obstacles.

Desirable Experience and Education:


  • Understanding of the Agency Portfolio of projects, from a programmatic, financial and acquisition perspective.
  • Understanding of the NATO HQ entities involved in policy development and decision making concerning common funded
