Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
The UN Women Rwanda Country Office advances gender equality and the empowerment of women and girls through its triple mandate, normative, coordination, and operational, by translating global gender standards into national policies, strengthening UN system coherence, and delivering evidence-based, catalytic programming. Guided by its Strategic Note (2026–2029), aligned with NST II, the UNSDCF 2025–2029, and the UN Women Strategic Plan 2026–2029, the Office aims to maximize impact by mainstreaming gender across sectors, strengthening national GEWE coordination, and mobilizing government, civil society, development partners, and the private sector. Through these efforts, UN Women Rwanda supports Rwanda's governance, peace, humanitairan and socio-economic transformation agenda and advances commitments under the SDGs, CEDAW, the Beijing Platform for Action, and CSW, among others.
Rwanda is increasingly exposed to climate-induced and geological hazards, including recurrent floods, landslides, and seismic activity, particularly in the Western and Northern Provinces. Districts such as Rubavu, Nyabihu, Rusizi, and Rutsiro face recurrent displacement, loss of livelihoods, and food insecurity linked to erratic rainfall and fragile terrain. Evidence shows that women are disproportionately affected due to their concentration in smallholder agriculture and informal livelihoods, increased caregiving responsibilities, limited access to early warning information, and heightened exposure to protection risks, including sexual and gender-based violence during emergencies. Despite existing disaster risk management structures, gaps remain in the integration of gender-responsive planning and inclusive participation of women and youth in preparedness, response, and recovery efforts.
In this context, UN Women is implementing a regional cross-border programme in Malawi, Rwanda, and Tanzania entitled "Strengthening Gender-Responsive Climate Resilience, Disaster Preparedness and Early Warning Systems for Women, Men and Youth." The programme aligns with the Sendai Framework for Disaster Risk Reduction and TICAD 9 priorities and aims to strengthen gender-responsive early warning systems, enhance the participation of women and youth in disaster coordination mechanisms, integrate gender into national and local DRM systems, and promote climate-resilient livelihoods. Within Rwanda, the programme focuses on strengthening institutional coordination, cross-border resilience, and the protection of women and girls, while ensuring coherence with regional objectives and partnerships.
Reporting to the Officer in Charge, the Programme Coordination Analyst is responsible for coordinating the Gender-Responsive Disaster Preparedness and Climate Resilience Programme in Rwanda which includes coordinating relationships with national partners and stakeholders, and monitoring and reporting, and the finances and personnel of the portfolio.
Scope of Work:
1. Coordinate the Gender-Responsive Disaster Preparedness and Climate Resilience Project
- Coordinate the overall Programme/Portfolio work plan development and implementation according to the ProDoc
- Gather inputs and coordinate the preparation of workplans, periodic narrative progress reports and expenditures status reports to the UN Women Regional Office
- Establish systems for project planning, implementation and monitoring, in collaboration with partners; and
- Record and maintain documents on relevant Programme activities, issues, and risks.
- Coordinate and implement of the Project based communication plan on collaboration with the Communications Unit.
2. Guide coordination with national partners and other stakeholders
- Coordinate relationships with national partners to support implementation and expansion of the project, raise potential problems and suggest solutions; and
- Identify capacity building needs and support partners through technical assistance, mentoring, training and capacity development initiatives, as needed.
- Manage the development or update of standard operating procedures, guidelines, checklists, templates and business processes in programme and project management
3. Coordinate the monitoring and reporting on the Gender-Responsive Disaster Preparedness and Climate Resilience Programme
- Coordinate preparation of programme work plans, budgets, and proposals on programme implementation modalities that include monitoring and reporting,
- Monitor the implementation of activities and the expenditure of funds; conduct regular monitoring visits, as required.
- Prepare annual and quarterly reports; coordinate the submission of implementing partner financial and narrative reports to RO;
4. Manage people and finances of the Gender-Responsive Disaster Preparedness and Climate Resilience Programme
- Coordinate development and preparation of financial resources of the programme including budgeting and budget revisions, and expenditure tracking and reporting;
- Maintain internal expenditures control system; post transactions in Quantum system;
- Monitor the allocation and disbursement of funds to participating partners; and
- Supervise Programme Associates and Assistants.
5. Build partnerships and support in developing resource mobilization strategies
- Provide inputs to the development of partnerships and resource mobilization strategies.
- Track and pursue potential resource mobilization opportunities in collaboration with other colleagues.
- Coordinate the organization of training for partners/stakeholders on programme and operations related issues.
- Organize, compile and process information from donors, partners and programme team, as inputs to various databases and documents.
6. Advocate and facilitate knowledge building, management and communication
- Document the programme implementation process and products;
- Contribute to the exchange of information and provide inputs to the development of knowledge products internally and externally of the programme; and
- Coordinate the organization of training for partners/stakeholders on programme and operations-related issues.
7. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.
