Task description:

Supervision and advisory on the current CCN2 architecture and its evolution;
Report to the IT Platforms Portfolio officer and CI owner;
Assist and coordinate with the CCN2 Project Manager in all project related tasks;
Liaise with Business IT Project managers and other TAXUD teams and subcontractors wherever the CCN2 platform is concerned;
Produce, review and evaluate technical documents. It includes reviewing technical offers from DG TAXUD contractors;
Propose, challenge, approve technical solutions (including cost benefit analyses, assessment of implementation's duration) and/or supervise TAXUD contractors in this field;
Perform system analysis, participate on the elaboration of the enterprise and software architecture and define system specifications.
Ensure that the systems, components and/or services' design is consistent with DG TAXUD's reference architecture;
Technical followup of activities of CCN2, including operational followup of incidents, problems and changes with the TAXUD's Incident Managers and Operational contractors and other relevant stakeholders
Study (or manage the study of) adequacy and impact of new technology or new version of COTS to TAXUD systems or their interfaces with other systems;
Set up and enforce the respect of organisation, procedures and project office tasks, raising warnings in case of nonrespect of these;
Escalate issues, in particular the ones with potential impacts on time or quality;
Structure the information in ways that are appropriate to the target audience;

Experience and capability required

In addition the following are required (or when so marked, an asset):
College or University degree required;
Experience producing designs of complex systems, including requirements analysis, identification of alternative solutions and their assessment, technology selection and configuration;
Very good writing skills in order to write business cases and/or vision documents, design documents and diagrams, notes, presentations, minutes, etcis required;
Industry certifications in the domain architecture or project management (e.g. Web technologies, SOA, ITIL, PMBOK, PRINCE2, TOGAF, ArchiMate, others ) relevant for the job is an asset;
IT security knowledge or certifications are an asset (ISO 27000 series, ISC2 certifications, Commission IT Security rules Commission Decision 2017/46);
French proficiency (EU level B2) is an asset;
Experience in Customs and/or Taxation domains is an asset;
Servicemindedness and autonomy required, as well as interpersonal skills, including working in a multicultural environment or public administration, and ability to report on complex technical issues;
Any specific tools, knowledge or experience used in the Commission or in DG TAXUD specifically are assets (ARIS, Vivansa LXR, TEMPO project management methodology, TAXUD Software Development Life Cycle, PM2);
Knowledge of TAXUD development methodology is an asset.
