Expert Product Owner - Brussels - European Commission

DESCRIPTION OF THE TASKS AND THE SCOPE OF COMPETITION

The following tasks will be performed:

Works within the agile process and is the final authority for decisions regarding priority, business value, and functionality for all the work done by the agile development tea.
Typically supervises several business analysts.
Possesses an indepth knowledge of goals and desired objectives of the Project.
Interacts and validates requirements with the business.
Propose solutions by combining IT tools and business process refactoring or improvements based on an in depth understanding of a specific business domain.
Creates, maintains, prioritizes and sequences the product backlog based on business value or return of investement.
Creates user stories and acceptance tests from themes and features granular enough for a single sprint.
Is involved in the decision making process related to user stories scheduling into sprints.
Participates in project planning, daily standup meetings (SCRUM)
Participates to retrospectives, sprint and release planning, demos and other Scrumrelated meetings.
Reviews deliverable and demonstrable product version/software functionalities after every sprint.
Organizes live demonstration of the product at the end of the sprint.
Facilitates the acceptance of the product by the business.
Develops and maintains standards for testing.
Provides progress reporting.
Assists with internal and external communication by improving of transparency and dissemination of information.
Assists with prioritization and resolution of defects/bugs.
May perform the role of Scrum master.

LEVEL OF EDUCATION
Master's degree of 5 years.

Job requirements

KNOWLEDGE AND SKILLS

Capability of integration in an international/multicultural environment, rapid selfstarting capability and experience in working in team.
Ability to make presentations to Member State Authorities and other stakeholders, excellent Communicator.
Ability to participate in multilingual meetings.
Ability to work in multicultural environment, on multiple large projects.
Excellent Team Player.
Ability to understand, speak and write in English C1.

SPECIFIC EXPERTISE
The following specific expertise is mandatory for the performance of tasks:

Experience with large, enterprise-level multi-user and technologies Information Systems.
Experience in Agile.
Good knowledge of agile toolbox (JIRA, Confluence, BigPicture, Gliffy, Balsamiq, etc)
Good knowledge of Application Management Lifecycle.
Excellent knowledge of Grants Management (Calls, Submissions, Evaluations, Reporting)
Due to its specific nature, the SEP project requires advanced technical knowledge.
Excellent knowledge of Oracle SQL Developer.
Excellent knowledge of PL/SQL.
Excellent knowledge of SQL.
Excellent knowledge of large datastores techniques/good practices, and ETL processes.
Excellent knowledge of Jasper Reports.
Excellent knowledge of GIT; JIRA; Confluence.
Knowledge of Unix/Linux scripts, especially when used in cloud environment.
Knowledge of Java programming language and Web/REST Services.
Knowledge of BPMN processes.
