Scope of the services to be provided


To provide services in relation to the implementation of the customs aspects of EU legislation, and the update and the maintenance of the integrated Tariff of the European Union (TARIC).

The TARIC is a database integrating measures relating to EU customs tariff, commercial and agricultural legislation in all official languages except Maltese and Irish.


The main goals of the TARIC are:

  • Automatic daily transmission to the national customs administrations of the Member States of TARIC data required for the implementation of EU legislation. These updates are received in electronic format by the Member States. The Member States use this data mainly to feed their national systems for customs clearance, with the goal of maximising automatic clearance. The Member States also use this data for the publication of their national tariffs.
  • Provide information and data to economic society: economic operators involved in import and export operations, software developers, public bodies, academia...
The TARIC database is maintained daily by the TARIC managers.

They analyse the legislation published or soon to be published and translate it into TARIC data that they capture in the TARIC database.

At 19:00 CET on every Commission working day, the updates made to the TARIC database during the working day are sent to the national administrations of the Member States and to other users of TARIC data (ex:
DG TRADE, external economic operators...).


The TARIC managers take also part in the review of Union legislation drafted by other Commission services (DG Trade, Enterprise and Industry, Agriculture and Rural Development, Maritime Affairs and Development, Fisheries...) and are consulted as to the applicability of certain aspects of the drafted legal acts in the customs field (e.

goods description, classification, customs declaration...).

The TARIC managers examine the drafts for possible errors and suggest changes notably to ease the creation of the TARIC data required to implement the draft provisions once they enter into force.

The consultant will take on the role of a TARIC manager and his/her tasks will be centred on:

  • Implementing the European Union's acquis in the field of tariff, trade, and prohibitions & restrictions measures, in collaboration with other Commission services, Member States (and partner countries) and update the TARIC under the supervision of the Head of the TARIC Sector and of other statutory staff of the sector.
  • Analysing the customs aspects of EU legislation to assess if any TARIC data is required to implement this legislation in the customs systems of the Member States.
  • Creating and maintain the abovementioned TARIC data, notably in the field of:
  • Trade defence instruments (mainly anti-dumping and anti-subsidies measures)
  • Standard import values (SIV).
  • Additional duties, unit prices.
  • Import duties cereals and rice.
  • Euro Exchange rates.
The consultant will work for the Customs Tariff unit. S/he will be mainly responsible for keeping the TARIC database up to date. S/he must understand the TARIC codification from a business perspective.

In this context a Business Thread Manager is required to:

  • Maintain regular contacts and exchanges of information with public and private sector bodies in the Member States and other countries with which DG TAXUD has a professional and technical relationship on issues relevant to the Unit.
  • Liaise with Member States and associated countries to ensure coherence in the processing and transmission of data relevant for the work of the Unit.

The consultant ́s activities also include:

  • Participate in the meetings of the Customs Expert Group
  • TARIC sub-section (CEG-TARIC).
  • Prepare working papers for meetings and working parties.
  • Support the Unit with linguistic revisions and manage translation requests.
  • Reply to external requests for information relevant to the work of the unit.
  • Provide answers to external requests received in the functional mailbox of the

TARIC:
give information about import duties, restrictions, classification of goods.

  • Make extractions from the TARIC database: provide Excel files with data from the TARIC database such as nomenclature, duties...
  • Disseminate legislation, information and publications to EU and international external public or private bodies, specialised in or using customs information.
  • Ensure the flow of information and answers to European Institutions, Member states and the general public.
  • Reply to requests for information from the hierarchy and other services within the Commission.
  • Support to transversal activities, produce documents, documents review, meetings minutes and quality checks.
In order to deliver the service to the required standards, the consultant should have the following previous experience and skills:

  • General knowledge of European legislation, notably in the field of customs, processes and data.
  • Recent experience in international
