Whom we are supporting


The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners.

The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

  • Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
  • Command and

Control Systems:
The NCIA develops and maintains the systems that NATO's military commanders use to plan and execute operations.

  • Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
  • Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
Overall, the NCIA is critical in ensuring the security and effectiveness of NATO's communication and information technology capabilities.


The program

Assistance and Advisory Service (AAS)
The NATO Communications and Information Agency (NCI Agency) is NATO's principal C3 capability deliverer and CIS service provider.

It provides, maintains, and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV and, when required, stand together in the face of attack under Article V.


To provide these critical services in the modern, evolving, dynamic environment, the NCI Agency must build and maintain a high-performance-engaged workforce.

The NCI Agency workforce strategically consists of three major categories:
NATO International Civilians (NIC)s, Military (Mil), and Interim Workforce Consultants (IWC)s.

The IWCs are a critical part of the overall NCI Agency workforce and comprise approximately 15 percent of the workforce.


OVERALL PROJECT SCOPE

  • The Digital Operations and Transformation (DOT) Branch of NATO Digital Staff (NDS) is seeking consultancy support to setup, and maintain for an initial period (The initial contract will be until the 31 December 2023; however, it is foreseen to extend, whole or in part, the consultation services up until 30 June 2024) a programme management function aimed at assisting the Alliance's Digital Transformation Implementation effort.
  • This work foresees the provision of expertise in the various fields as described further down in this document, with particular emphasis on the risk management aspects, to be included organically in the DOT Branch.

Background

  • The Digital Transformation Implementation Strategy is a change initiative aimed at fundamentally changing the way NATO operates. In its initial phase, a number of activities, called Lines Of Effort (LoE), has been identified and assigned to specific NATO's organisations, to be completed within the timeframe specified in point 20 below.
  • Grouping the LoE by lead NATO organisations allows for the creation of clearly identified portfolios. The DTIS implies an active monitoring of the LoE portfolios and subset activities to continuously monitor for its implementation status and degree of maturity.
  • The governance framework for the Digital Transformation (DT) depicted in the below schema provides the Governance model implemented in NATO.
  • Governance is carried out by the nations through the interaction of boards and committees with the support of NATO staff. Strategic Commands and Agencies are part of management. NATO HQ staff has neither a governance nor a management role but its main role is the advisory one.
  • In addition to its advisory role, part of the NATO HQ staff, such as the OCIO or IS, has the responsibility for implementing some of the LoE.

General

  • This activity comprises of execution phases and handouts. In case of the necessity of defining different handouts will arise during the execution of this SOW, where appropriate amendment or deviations will be discussed and agreed.
  • To achieve the DTIS objectives, it is appropriate to define the Digital Transformation Implementation Management and Monitoring (DTIMM) document, which outline and plans all the activities necessary to manage and monitor the DTIS.
  • The DTIMM should target the complex NATO digital transformation framework that includes processes, capabilities, coherence in implementation, architectures, change management, risk management.
  • The following processes are considered to be part of the DTIMM framework and that have to be expanded and further detailed into DTIMM document:
