TAXUD B2 is requesting an Enterprise Architect service to support the realisation of a Customs Data Hub prototype.

This technical annex outlines the tasks and responsibilities of a Solution and Technical Architect service which will play a pivotal role in driving the design and implementation of a prototype system.

The architect will be responsible for ensuring the system's overall structure, functionality, and scalability align with the project objectives and stakeholder requirements.

The service provider for this role should possess a strong background in solution architecture, with extensive experience in designing and implementing complex IT systems.

The architect should have a deep understanding of software development methodologies, technical expertise in relevant technologies, and effective leadership and communication skills.

Requirements Analysis:
a) Collaborate with stakeholders to gather and analyse business and legal requirements, ensuring a comprehensive understanding of the project's objectives, functional needs, and performance expectations.

b) Conduct a feasibility assessment to identify technical constraints, risks, and opportunities for innovation, considering the prototype system's scope and objectives.

c) Translate business requirements into technical specifications, ensuring alignment with stakeholders' expectations and industry best practices.

System Design and Architecture:
d) Refine the overall system architecture, considering scalability, performance, security, modularity, and interoperability.

e) Design the system's components, modules, and integration points, ensuring they meet the specified requirements and adhere to architectural principles.

f) Develop or review and consolidate design documentation, including system diagrams, data models, and technical specifications, providing clear guidelines for implementation engineers and stakeholders.

Technology Selection and Integration:
g) Identify or validate appropriate technologies, frameworks, and tools to support the implementation of the prototype system, considering factors such as performance, compatibility, and maintainability.

h) Evaluate integration mechanisms, APIs, or services that align with the project requirements, ensuring seamless information exchange and data integrity.

i) Provide guidance and oversight to the implementation engineers during the integration of various system components.

Coordination of Design and Implementation:
j) Coordinate closely with implementation engineers to ensure that the system design aligns with the prototype iteration outcomes.

k) Review and assess technical solutions proposed by implementation engineers, providing feedback and ensuring they align with the system architecture and requirements.

l) Conduct regular reviews to maintain design consistency and promote efficient implementation practices.

Performance Optimization and Scalability:
m) Analyse and optimize system performance to ensure the prototype system meets the desired response times and scalability requirements.

n) Implement caching mechanisms, load balancing strategies, and other performance optimization techniques to enhance the system's efficiency.

o) Anticipate scalability and multitenancy needs and design the system to accommodate usage domains, growth and increased data volumes.

Documentation and Reporting:
p) Prepare or review and consolidate comprehensive documentation, including system design specifications, architectural diagrams, and technical guidelines.

q) Create and maintain an up-to-date inventory of system components, dependencies, and integration points.

r) Provide regular progress reports, highlighting key achievements, challenges, and recommendations to project stakeholders.

Collaboration and Coordination:
s) Collaborate closely with project managers, MS Customs IT experts, implementation engineers, testers, and stakeholders to ensure effective communication, coordination, and alignment throughout the project lifecycle.

t) Participate in meetings, workshops, and reviews to gather feedback, address concerns, and resolve technical issues.

u) Provide guidance and support to implementation engineers, fostering a collaborative and productive work environment.
