DESCRIPTION:
CONTEXT:

In 2019, MSF Operational Center Belgium (OCB) launched a reform aiming at providing more autonomy to the projects: The
Field Recentralization program (FrC). Following a first phase in Southern Africa and Central Africa (CA), MSF operations in Europe (Belgium, Greece/Balkan, Italy and Ukraine) were selected to develop an
innovative and transformational support approach to operations launched in the region since A
core Regional Support Team (RST) animates the network in the region by ensuring the optimal empowerment of projects and the strategic support to the projects according to the principles of subsidiarity. The RST8 is based in Brussels and is the interlocutor of the projects for strategic decisiontaking in Belgium, Greece/Balkan, United Kingdom, and Italy with the Program Unit. Ukraine is also planned to be included within the RST8 portfolio. The team is composed of Senior Operations, Medical, HR, Logistics, Supply and Finance Officers. To obtain greater empowerment for projects, the RST8 developed, in close partnership with projects teams, a regional approach (MedOps strategy and organizational structure), which encompasses the following principles: Ensure comprehensive, transversal and consistent regional approach at Europe level while preserving the specificities of each country and national environment, in line with values and principles of the Field Recentralization program. Ensure flexibility and adaptability of the organizational set up (given the change in operations) Emphasize mutualization and maximization of use of resources (financial, human and material) across the projects, partner section and operational centers Promote initiative and participation to decision making and autonomy of the projects at national and regional level As the
Regional
HR Team leader for Europe, you will be the advisor on
strategic HR issues faced by the project & country teams. Your role focuses on consistency with HR strategies and longterm memory. You will also be in charge of supporting the
empowerment of HR coordinators and managers in projects and accompany the adaptation of the different roles and responsibilities at country level.


MAIN RESPONSIBILITIES:

Contribute to the operational objectives and strategic planning in collaboration with HR stakeholders in the region Define longterm HR regional strategy to ensure coherence of the HR response in the region, including the regionalization approach Ensure that OCB HR practices, policies and principles are understood and adhered to Implement the HR strategy through the establishment of appropriate policies on recruitment, remuneration, management, development, etc. Monitor and adapt the HR policies Act as a mirror and coach for HR profiles at country & project level Support formal and informal exchanges, joint initiatives and good practices sharing between projects of the RST8 portfolio Inform the project HR teams about the global institutional objectives and needs, ensuring a longterm overview Communicate shared HR issues and challenges across the European operations with the Head of Field HR OCB in order to adapt and improve the framework In collaboration with the operational team leader, review and ensure safekeeping of MoUs (Memorandum of Understanding) in the region and liaise with legal advisors as needed Promote a neutral approach in managing abuse/harassment cases Support project & country HR teams in prioritizing global HR projects to be implemented in the field Mediate conflicts, upon request or as a rescue role following escalation Ensure HR budget and HR needs projections are in line with Budget validated by the ARO (Annual review of Operations) and Institutional needs Works closely with the HR Department experts (L&D, Recruitment unit, Pool Managers,
